CPK Land Acquisition: 76% of Owners Agree to Program Terms

The Mazowiecki Urząd Wojewódzki (Mazovian Voivodeship Office) issued a binding decision on January 9, 2025, granting immediate enforceability to the location permit for the Central Communication Port (CPK) airport and its associated infrastructure, according to a press conference held by officials on Tuesday.

The decision covers the airport itself, including the terminal, runways, and related facilities for border guard, customs, and fire services, as well as the railway and road connections planned for the massive project. The airport will be located on the territory of three municipalities: Baranów, Teresin, and Wiskitki, all within the Mazowieckie Voivodeship.

Wojewoda Mazowiecki (Mazovian Voivode) Mariusz Frankowski stated that the decision represents the largest and most important undertaking of the Mazovian Voivodeship Office. Minister of Infrastructure Dariusz Klimczak added that the decision is a key element in the CPK project, paving the way for construction to begin. Maciej Lasek, the Government Plenipotentiary for CPK, noted that over 131 billion złoty (approximately $32.5 billion USD) is allocated for the project, demonstrating a strong commitment to its realization.

The decision follows a voluntary land acquisition program conducted by CPK. As of early February 2026, the company had acquired 2,534 plots totaling 2,514.2 hectares within the designated area. Approximately 65% of the land required for the airport and the western railway connection has been secured. According to CPK, owners of 76% of the buildings within the area covered by the location decision had agreed to participate in the voluntary acquisition program.

Recent amendments to the CPK Act, passed in November of the previous year, offer a 5% bonus on assessed value to landowners who voluntarily relinquish their properties within 30 days of receiving notification of the enforceable location decision. CPK reported that 11 owners of built-on properties have already taken advantage of this offer, agreeing to transfer their land in exchange for the bonus.

Construction of the airport, planned for the municipalities of Baranów, Wiskitki, and Teresin, is scheduled to commence in 2026. The airport is expected to achieve the necessary certifications by 2031 and be fully operational in 2032, coinciding with the completion of the first phase of the Polish High-Speed Rail (KDP) line connecting Warsaw, the CPK airport, and Łódź.
