Title: RI’s Tuban Refinery Project Continues Despite US Sanctions on Rosneft

JakartaPertamina is continuing its partnership with Russian energy⁢ company ‍Rosneft on the development of the Tuban Refinery, despite U.S.sanctions ⁢against the Russian⁤ firm, according to statements⁢ made ⁣by ⁤company ⁢and government officials this week. The project is currently in the Final Investment Decision ‍(FID) phase, with a‍ target completion date ‌for that process ‍in ⁤early December 2025.

The collaboration underscores ⁢Indonesia’s strategic approach to energy security and ⁤diversification, navigating geopolitical complexities to advance critical infrastructure projects. Pertamina’s⁤ continued engagement with Rosneft signals a ‍commitment to ⁤the Tuban Refinery as a key component of ⁢Indonesia’s long-term energy goals, despite external‍ pressures.

“So far it’s still with the ​old partner,” stated Simon Aloysius Mantiri, President Director of PT Pertamina (Persero), when ​questioned ‌by⁢ journalists from the⁤ Ministry of ⁢Energy and Mineral Resources on November 10,⁣ 2025.Mantiri explained⁢ that the FID⁢ will determine the project’s feasibility and potential future⁣ plans. “We are ⁢currently in the FID process at the Tuban refinery, Final Investment decision.‍ after that we⁢ will assess ⁤whether it is feasible for us to continue or whether there ⁣are‍ other ⁣plans,” he said.

The​ company anticipates updating the public on the ‍FID⁣ results ‌shortly after its completion. “We might see the FID in early⁢ December.We will update again,” ⁣Mantiri⁤ added.

Minister of Energy and ⁤Mineral Resources Bahlil Lahadalia downplayed concerns regarding​ the impact of U.S. sanctions ⁣on the refinery’s construction, stating on October 24, 2025, after the 80th Mining and Energy Day ‌Commemoration Ceremony at Monas,​ Central Jakarta, “Don’t worry, there are many‌ roads to heaven. Don’t‍ worry too much. We’ve​ got it figured out.”⁢
