Moscow Bypass Route: Grant Funding & Whitman County Collaboration

Moscow ⁢City Council to Consider Freight Bypass Route Agreement, Approve Second K9 unit

Moscow, ID – The Moscow City Council will vote Monday on a memorandum‌ of understanding with Whitman County to collaborate on a freight bypass‍ route aimed at reducing truck traffic in downtown moscow and Pullman. the proposed route would utilize‍ Sand Road,​ Palouse River ‍Drive, and the intersection ⁢of ​Mountain View Road and⁢ Idaho Highway 8.

The project necessitates a⁣ new traffic signal at the Idaho Highway 8 and Mountain View Drive intersection, along with improvements to Palouse River Drive to‌ accommodate truck traffic. Within Whitman County, the⁢ route will incorporate Sand and Kirkendahl ​roads, connecting to U.S. Highway 195.

To‌ facilitate the project, Moscow⁣ is‌ considering ‍a ‌contract with Welch-Comer engineers for up to $45,000, with Whitman ⁣County covering 70% of⁢ the cost. This collaboration​ is intended to​ support a grant submission for the design and engineering phases of ⁣the bypass.

A study conducted in June⁤ by the Palouse Regional‌ Transportation Planning Association estimates the total‌ bypass route cost at ⁢$18.9 ⁢million, with Whitman County ⁣expected to fund the majority of the expense. The⁤ study is available at⁢ v.

In a separate matter, the council⁢ will⁢ also consider approving‌ a ⁣second⁤ K9 unit ⁤for the Moscow ‍Police Department.
