Moscow City Council to Consider Freight Bypass Route Agreement, Approve Second K9 unit
Moscow, ID – The Moscow City Council will vote Monday on a memorandum of understanding with Whitman County to collaborate on a freight bypass route aimed at reducing truck traffic in downtown moscow and Pullman. the proposed route would utilize Sand Road, Palouse River Drive, and the intersection of Mountain View Road and Idaho Highway 8.
The project necessitates a new traffic signal at the Idaho Highway 8 and Mountain View Drive intersection, along with improvements to Palouse River Drive to accommodate truck traffic. Within Whitman County, the route will incorporate Sand and Kirkendahl roads, connecting to U.S. Highway 195.
To facilitate the project, Moscow is considering a contract with Welch-Comer engineers for up to $45,000, with Whitman County covering 70% of the cost. This collaboration is intended to support a grant submission for the design and engineering phases of the bypass.
A study conducted in June by the Palouse Regional Transportation Planning Association estimates the total bypass route cost at $18.9 million, with Whitman County expected to fund the majority of the expense. The study is available at v.
