Napolcom Probes Police in Disappearance of Cockfighting Enthusiasts
An investigation has been launched by the National Police Commission into the alleged involvement of police officers in the disappearance of more than 100 cockfighting aficionados. This inquiry aims to determine if any law enforcers collaborated in the suspected killings and body dumping, with potential consequences for those found culpable.
Investigation Initiated
The National Police Commission (Napolcom) has instructed its Inspection, Monitoring and Investigation Service (IMIS) to commence a *motu proprio* investigation. The focus is the alleged involvement of several police officers in the disappearance of over a hundred “sabungeros” (cockfighting enthusiasts). Rafael Vicente Calinisan, Napolcom’s vice chair and executive officer, indicated that any police personnel found complicit would face potential removal from their duties.

“I am appealing to ‘Alyas Totoy’ to appear and submit his complaint affidavit with the Napolcom, so we can investigate and hear this case with absolute dispatch. There needs to be swift justice, and we will not hesitate to dispense swift justice,”
—Rafael Vicente Calinisan, Napolcom Vice Chair and Executive Officer
In 2023, the Philippines recorded a 10% increase in reported cases of extrajudicial killings, highlighting the ongoing concern about human rights violations (Human Rights Watch Report).
Next Steps
Calinisan urged complainants, including an individual identified as “Alyas Totoy,” to submit formal complaints. The goal is to accelerate the case’s resolution in cooperation with the Department of Justice (DOJ) and the Philippine National Police–Criminal Investigation and Detection Group (PNP-CIDG).
The administrative case, if filed, will evaluate the involved officers’ suitability to remain in the police force. Possible penalties include suspension, demotion, or even dismissal. “Totoy” had previously implicated specific police officers, a security guard, and a showbiz personality in the crime’s orchestration.
This investigation underscores the Napolcom’s commitment to ensuring justice. The commission intends to take decisive action against any police officers found guilty of misconduct.
