988: Rising Contacts and Funding Challenges Amidst Suicide Rates and Medicaid Changes

States Boost 988 Funding Amidst Stable Suicide Rates; 988’s Full Impact yet to Be Determined

In 2023, states continued to invest in the 988 Suicide & Crisis Lifeline and related mental health services. California allocated $8 million, while New york provided $44.3 million.Numerous other states have also committed funds to 988, crisis services, and initiatives aimed at improving interoperability within crisis response systems. Payers, including Medicaid and other insurance providers, are also contributing to the financing of 988 and associated crisis services.

The overall number of suicide deaths remained largely unchanged between 2022 and 2023, with figures dropping slightly from 49,476 to 49,316. While it is premature to definitively assess the impact of the 988 Lifeline, this stability was influenced by a decrease in suicides by means other than firearms, contrasted with a minor increase in firearm suicides. These trends were observed across various demographic groups, including those that had previously experienced longer-term increases in suicide rates. Preliminary data from the CDC for 2024 suggest this stabilization may persist, though these figures are subject to revision. While a direct causal link between 988 and these rates cannot be established, the Lifeline is considered a potential contributing factor.
