New Orleans Faced Critical Delays in Evacuation and FEMA Preparedness Ahead of Hurricane Katrina, Contributing to Devastating aftermath

Decades after Hurricane Katrina devastated New Orleans, a closer examination of the events leading up to and following the storm reveals critical failures in preparedness and response that exacerbated the crisis.The city’s mayor, Ray Nagin, issued a mandatory evacuation order approximately 24 hours before the hurricane made landfall, a delay that significantly hindered residents’ ability to evacuate safely and in a timely manner.

Compounding these local challenges were ample cuts to the Federal Emergency Management Agency (FEMA) during the George W. Bush governance. According to testimony, the agency, wich had been described as “very functional, very well-organized” under President Bill Clinton, experienced significant reductions in its capabilities.
