11 International and Local Investors Bid for GEPCO Privatisation
On August 21, 2026, the Privatisation Commission announced that eleven domestic and international investors submitted Expressions of Interest to acquire a 51 to 100 percent stake with management control in the Gujranwala Electric Power Company. This privatization milestone drew bids from Turkish, Saudi, and major Pakistani business groups as part of the federal power-sector reform agenda.
Global and Domestic Bidders Line Up for Gujranwala Electric Power Company
The closing date for submissions saw robust engagement from across borders. According to the Privatisation Commission, four foreign investors and seven local business groups filed Expressions of Interest and Statements of Qualification for the utility asset.
The international contingent features three Turkish firms—Aktor Elektrik Enerji Yatırımları San. ve Tic. A.Ş., Genvera Enerji A.Ş., and Cengiz Enerji Sanayii ve Ticaret A.Ş.—alongside Saudi Arabia’s Al Sharif Contracting and Commercial Development Company, as reported by ProPakistani.
Domestic interest runs deep among the country’s prominent industrial conglomerates. The local bidders include Engro Energy Limited, Sapphire Fibers Limited, Hub Power Holdings, Lucky Cement, Shirazi Investments, Artistic Milliners, Fatima Group, K-Electric, and a consortium consisting of AKD Securities, Fast Cable, and Mughal Steel Group.
Evaluating Power-Sector Reforms and Investment Confidence
The Gujranwala utility ranks among the three electricity distribution companies in Batch-I, alongside the Faisalabad Electric Supply Company and the Islamabad Electric Supply Company. Profit reported that twelve entities previously filed bids for the Faisalabad utility by its August 7 deadline, while the Islamabad distribution company faces a September 7 submission cutoff.

Muhammad Ali, the prime minister’s adviser on privatisation and chairman of the Privatisation Commission, emphasized the significance of the response. “Today marks another important achievement in the privatisation of DISCOs,” Ali stated, pointing to investor confidence in Pakistan’s electricity distribution sector.
Next Steps in the Transaction Process
All submitted documentation will undergo a strict vetting procedure. The Privatisation Commission confirmed that candidate submissions will be measured against approved prequalification criteria.
Applicants who clear this evaluation stage will receive access to the Virtual Data Room to conduct thorough buy-side due diligence. Officials maintain that the overarching goal remains the modernization of distribution infrastructure, the reduction of system losses, and the establishment of a financially viable energy market for consumers.
