Zimbabwe to Formalize Property Rights for Resettled Farmers by Year-End

November 2, 2026 Lucas Fernandez – World Editor World

Zimbabwe is finalising a new policy that will entrench property rights for citizens resettled on commercial farms seized from white operators 26 years ago. The upcoming framework is currently in its final draft and is expected to receive cabinet approval by the end of the year.

According to the nation’s lands and rural development minister, Vangelis Haritatos, the initiative will secure land reform while fostering economic growth. Speaking in an interview in Bulawayo, the country’s second-biggest city, Haritatos stated that the policy guarantees that the land reform is irreversible and moves us safely into a transformative rural economy and added, We are already on the final draft.

Historical Context of the Land Seizures

The origins of the current land distribution trace back to 2000, when then-Zimbabwean President Robert Mugabe encouraged black subsistence farmers and youths to invade white-owned farms. Mugabe maintained that the seizures were necessary to address colonial-era injustices.

Following the land grabs, agricultural production collapsed across the country. Because the property never formally changed hands, the new owners were unable to use it as collateral to raise the necessary funds to farm. The land grabs triggered international sanctions against Zimbabwe.

In an effort to rebuild relations with the international community, the government agreed in 2020 to pay displaced white farmers $3.5 billion in compensation. Finance Minister Mthuli Ncube reported that the government has dispensed $800 million to date in the form of cash and treasury bills.

Goals of the New Land Administration System

Addressing lawmakers, Haritatos explained that the new policy aims to consolidate the gains achieved through the government’s land-reform initiatives. He noted that the framework focuses on promoting an inclusive, transparent and equitable land-administration system that protects legitimate landowners and expands opportunities for women, youth and vulnerable groups, as the nation prepares for formal cabinet review by year-end.
