Zimbabwe Pays $508 Million to White Farmers to Restore Market Access

Zimbabwe has paid $508 million, equivalent to R8.5 billion, in compensation to white farmers for land seized 26 years ago, as the southern African nation attempts to restore access to international capital markets.

Compensation Reaches $508 Million Through Bonds and Cash

The payments resolve a decades-long dispute originating from the country's controversial land reform program. Deputy Finance Minister Kudakwashe Mnangagwa confirmed that the total payout reached $508 million, which includes $12.6 million disbursed in cash alongside dollar-denominated bonds accepted by participating farmers. The government agreed in 2020 to a $3.5 billion compensation package intended for roughly 4,000 white farmers covering improvements and investments made on expropriated properties.

The administration altered its initial payment structure to incorporate dollar-denominated bonds. While several farmers rejected the revised instrument, the government maintained that participation remained entirely voluntary. “The bonds are not foisted on the individual,” Mnangagwa told Bloomberg in Bulawayo, noting that accepting partial cash and bond settlements constituted formal agreement.

Historical Roots of the 2000 Land Seizures

The land crisis traces back to colonial-era allocations that left approximately 4,000 white commercial farmers controlling nearly half of the nation’s productive agricultural land by independence in 1980. Initial redistribution efforts progressed slowly after British financial support was withdrawn in the late 1990s. In 2000, then-president Robert Mugabe backed the occupation of white-owned farms by Black subsistence farmers and youths to correct colonial-era land injustices. The campaign resulted in the deaths of several white farmers and hundreds of farm workers, forcing about 4,000 white farmers off their land and triggering international sanctions.

Recent efforts have also expanded to address foreign-owned properties seized during the land reform programme. Treasury data from May indicated that the government would return several farms and pay approximately $146 million to claimants linked to Denmark, Germany, the Netherlands, Switzerland, and the former Yugoslavia, involving 67 properties.
