Kharkiv Casualties and Presidential Warnings on Escalating Strikes

A separate Russian air raid on the northeastern city of Kharkiv killed at least two people and injured 28 others using glide bombs, regional military administrator Oleh Synjehubow stated. According to Zelenskyy, intelligence indicates that Kremlin leader Vladimir Putin declared in early September that “there are no rules left,” driving a strategy of mass civilian casualties and urban destruction.

Zelenskyy also warned that Moscow intends to intensify attacks ahead of the upcoming United States midterm elections. In an interview with the Spanish newspaper El País, Zelenskyy stated that Putin aims to force the evacuation of Kyiv and paralyze daily civilian life by disrupting schools and workplaces to create internal chaos.

Denis Trubetskoy, a political journalist based in Kyiv, noted that the Russian military increasingly targets commercial locations such as gas stations and supermarkets to make the capital city uninhabitable.

European Union Financial Support and Intelligence Warnings on Sabotage

The European Union disbursed approximately 2.9 billion euros in financial aid to support Ukraine’s state budget stability and long-term reconstruction efforts, European Commission President Ursula von der Leyen announced.

Concurrently, the Ukrainian military intelligence agency, the GUR, issued a warning that Russian intelligence services received orders to expand hybrid operations across the European Union and NATO member states. The projected operations reportedly focus on sabotage targeting military installations, critical infrastructure, and communication networks designed to undermine Western military assistance.
