Yoon Commits Physical Abuse and Sexual Violence Against Inmate
On October 3, 2023, a 15-year-old boy named Yoon abducted a 40-year-old woman in South Chungcheong Province, committing a violent sexual assault before being captured and sentenced to prison. The case, which initially drew widespread public outrage over lenient sentencing arguments, escalated further when judicial records and investigative reporting revealed that Yoon subsequently committed a series of sadistic crimes against a fellow teenage inmate while serving his sentence, according to reports by Edaily.
Yoon Abducted and Assaulted a Woman in Nonsan
The sequence of events began in the early hours of October 3, 2023, in Nonsan, South Chungcheong Province, when Yoon—then a middle school student—intercepted a 40-year-old woman returning to her home. He forced her into an elementary school playground, assaulted her, and robbed her of valuables while recording the incident on a mobile phone. He then threatened the victim by stating he would harm her daughter if she reported the crime to law enforcement.
During the initial trial, prosecutors pressed for a heavy penalty given the predatory nature of the attack. However, Yoon’s defense attorney urged the court to show leniency, arguing that the perpetrator was a child who cried when scolded by teachers and should not be permanently defined by a single catastrophic mistake. The 1st instance court ultimately rejected the full leniency appeal, calling the actions far beyond what a 15-year-old should commit, and sentenced Yoon to a term of 10 years (maximum) and 5 years (minimum). Unhappy with the punishment, Yoon’s legal team appealed the verdict to a higher court.
Appellate Court Reduces Sentence Before Yoon Commits Prison Assaults
In May 2024, the appellate court reduced Yoon’s sentence to a maximum of 7 years and a minimum of 5 years. The appellate judges cited a financial settlement reached with the victim—noting that Yoon’s family had sold their home to pay compensation—alongside the victim’s expressed intent not to seek further punishment, and the fact that the offender was a juvenile at the time of the offense. In letters sent from detention to a judge in November 2023, Yoon had written that he understood the gravity of his actions and would not repeat them once released.
Those assurances dissolved behind bars. While serving his sentence, Yoon was placed in a cell with a 16-year-old inmate. Investigators discovered that Yoon subjected the younger boy to severe physical abuse and sexual violence, striking the victim’s vital areas and forcing him to consume bodily fluids. When carrying out these acts, Yoon taunted the victim by pointing out that he was already serving a seven-year sentence and had nothing left to lose.
Court Adds Prison Term as Recidivism Rates Remain High
Following the discovery of the prison offenses, the Daegu District Court’s Gimcheon Branch tried Yoon for the secondary crimes committed inside the correctional facility. The court handed down an additional sentence of 4 years maximum and 2.5 years minimum.
The Ministry of Justice notes that juvenile probation recidivism rates remain significantly higher than those of adult counterparts, hovering between 12 and 13 percent. Legislative research reports published in August 2024 show that current correctional facilities lack the specialized infrastructure and staff needed to handle high-risk youth with severe behavioral issues, drug dependencies, or psychological disorders. While recent parliamentary measures, such as amendments to the Probation Act passed in August 2024, seek to separate juvenile offenders from adults to prevent the cross-pollination of criminal behavior, experts continue to debate whether structural reforms can effectively rehabilitate offenders before they re-enter society.
