Winter Vaccine Rollout: Communication Issues Raised by MPs | The Pharmaceutical Journal
Confusion over COVID-19 eligibility and a lack of clear messaging created “absolute chaos” during parts of England’s winter vaccination program, according to evidence presented to the House of Commons Health and Social Care Committee on February 11, 2026.
Fin McCall, chair of the service development subcommittee at Community Pharmacy England (CPE), told MPs that community pharmacies were already equipped to handle a significantly larger volume of vaccinations than they were currently administering. CPE data shows pharmacies delivered a record 3,346,895 flu vaccinations in October 2025 – a 6.4% increase from the 3,144,937 administered in October 2024, and an 85.2% increase from the 1,807,234 given in October 2023.
While the flu vaccination rollout through community pharmacies saw substantial gains, McCall emphasized the require for improved communication and booking systems to streamline the broader vaccination program. The scale and accessibility of the 6,000 pharmacies across England, compared to the country’s 10,000 general practices, positions them favorably for expanding vaccination services, he stated.
Greg Fell, president of the Association of Directors of Public Health, also addressed the committee, stressing that “access and ease are the most important things” when it comes to successful vaccination campaigns. Amit Aggarwal, medical director at the Association of the British Pharmaceutical Industry, highlighted the expansion of vaccination services through community pharmacies as a “noteworthy achievement.”
Research indicates that pharmacist involvement is a key factor in increasing vaccination rates. A study published in 2025 concluded that expanding the roles of pharmacists in vaccination services, particularly in developing countries, could improve global vaccination coverage and address vaccine hesitancy. Further, a 2021 systematic review of vaccine promotion strategies in community pharmacies found that providing strong recommendations for vaccination, using promotional posters, distributing leaflets, and providing staff training were frequently employed strategies.
CPE has not yet released full data for the winter vaccination program beyond October 2025. The committee did not announce a date for further hearings on the matter.
