Antioch Man Among Five Arrested in Multi-Agency Internet Crimes Against Children Operation

The Walnut Creek Police Department hosted the multi-agency sweep alongside the Contra Costa County Internet Crimes Against Children Task Force, targeting adults who used social media networks to target children for sexual exploitation. According to police reports, all five suspects traveled to Walnut Creek believing they were meeting a child, only to encounter law enforcement instead. A child predator was apprehended using drone technology during the operation, according to documentation from the Walnut Creek Police Department.

The multi-agency effort drew resources from a broad coalition of law enforcement entities. Participating bodies included the Contra Costa County Sheriff, Contra Costa County District Attorney, FBI San Francisco, Homeland Security Investigations, U.S. Secret Service, U.S. Customs and Border Protection, Contra Costa County Probation Department, and municipal police departments from Moraga, Brentwood, San Ramon, Concord, Hercules, Pleasant Hill, Oakley, and Menlo Park. Suspect Breakdown and Charges Filed

The operation resulted in five distinct arrests spanning regional and international locations. According to the Walnut Creek Police Department and local news reports, the suspects include:

• Andrew Garcia, 32, of Concord.
• Billie Ray Breland, 29, of Antioch, arrested on July 23. According to the Contra Costa County Sheriff’s Office, Breland is held on $50,000 bail at a Custody Alternative Facility and was later released to Off Grounds Unsupervised Custody.
• Rudolf Naused Robl, 42, visiting from Germany, arrested on July 26. Held on $475,000 bail at the West Re-Entry Treatment and Housing facility with a court date scheduled in Martinez Superior Court, according to the Sheriff’s Office.
• Jacek Markiewicz, 67, of Walnut Creek, who faces an additional charge of attempted kidnapping.
• Taesu Park, aged 36 and residing in Marin County alongside a Richmond address found in local files, faces counts of attempted kidnapping, attempted lewd acts with a child, trying to reach a minor to commit an offense, sending or distributing harmful content to a minor, as well as a prior conviction enhancement pursuant to California Penal Code 288.4(A)(2).

The Walnut Creek Police Department reports that every suspect deals with severe felony counts, such as attempting lewd acts involving a minor under PC 664/288(a), reaching out to a minor for a sexual crime under PC 288.3(a), and setting up a sexual meeting with a minor under PC 288.4(b).
