Chicago P.D.’s Voight Uncovers Blackmailer in Season 13 Premiere-internal Affairs Commander Devlin
CHICAGO – hank Voight’s fight to reinstate the Intelligence Unit on Chicago P.D. took a dramatic turn in the Season 13 premiere, revealing a blackmail scheme orchestrated by Internal Affairs District Commander Devlin. The revelation stemmed from Voight’s desperate attempts to rebuild his team after its disbandment at the hands of former CPD Chief Reid.
Following the dismantling of the Intelligence Unit after exposing CPD Chief Reid’s corruption-and orchestrating his murder-Voight faced resistance from Commander Devlin regarding reinstatement.Devlin initially refused to allow the unit to return to active duty,citing their history of operating outside established protocols. Voight pleaded his case, but Devlin remained firm, emphasizing the unit’s questionable past.
Voight,however,discovered compromising details about Devlin’s own history within the CPD and leveraged it,threatening to expose Devlin’s secrets unless the Intelligence Unit was reinstated. Devlin reluctantly agreed, but warned Voight, “You can’t outrun yourself forever, Hank.”
The blackmail plot surfaced when Voight, acting on a tip, surveilled Devlin and observed him discarding a cell phone for a burner phone upon receiving a call from Voight’s contact.
