Party General Secretary Tô Lâm met with members of subcommittees preparing for the 14th National Congress and the Steering Committee tasked with reviewing Viet Nam’s four-decade-long socialist-oriented Doi Moi (renewal) process on February 10, according to the Official Portal of the 14th National Congress of the Communist Party of Vietnam.
The 14th National Congress of the Communist Party of Vietnam was held in the Vietnam National Convention Center in Hanoi from January 19 to January 23, 2026, with 1,586 delegates in attendance. The Congress’s theme was “Solidarity – Democracy – Discipline – Breakthrough – Development.”
The Congress concluded two days ahead of schedule, electing a new 200-member Central Committee – comprised of 180 full and 20 alternate members – and a 19-member Politburo. The reappointment of General Secretary Tô Lâm, who assumed power after the death of General Secretary Nguyễn Phú Trọng in July 2024, consolidates continuity at the highest level of decision-making.
The 14th National Congress reaffirmed continuity in leadership, policy direction, and national development priorities, while signaling a sharpened focus on governance modernization, institutional reform, and disciplined implementation, according to the USASEAN.
Preparations for the 14th National Congress began in October 2023, a period during which Vietnam witnessed large-scale administrative reforms, restructuring of administrative units and the state apparatus, and the promotion of the private sector while maintaining the state’s leading role in the economy.
The National Congress plays a decisive role in determining the direction of development, selecting high-level leadership personnel, and revising important documents for the 2026–2031 term. It is the highest organ of the Communist Party of Vietnam and is stipulated to be held every five years.
The outcomes of the 14th National Congress reinforce predictability in Vietnam’s policy trajectory over the next five years, according to the USASEAN.
