The current Valencian goverment, led by the PP, has launched a campaign against excessive bureaucracy and regulatory burden, initially materialized in two major decrees known as the simplifica plans. These plans aim to reduce the cost and time associated with administrative procedures within the autonomous community.
This initiative, spearheaded by the Generalitat Valenciana under the leadership of Juanfran Pérez Llorca, has taken a symbolic step with the creation of a ‘Hyperregulation Mailbox’. This platform is designed to combat excessive regulations and processing requirements.
This digital tool intends to collect input from citizens, businesses, and public administration personnel to identify and eliminate obsolete regulations, those with duplications, or those that are overly complex and hinder the delivery of public services and generate unneeded administrative burdens, according to the Generalitat itself.
This initiative aligns with the Consell’s commitment to simplify current procedures, particularly in key areas such as social services, education, healthcare, and business activity. The administration acknowledges that “complex and dispersed regulations can slow down attention to citizens, delay the implementation of resources and services, hinder the work of public professionals, or stifle economic initiatives and investment projects.”
How it Works
Through a web form,anyone can report regulatory issues they have identified and describe how they affect service delivery or business operations. They can also propose solutions or improvements to reduce processing times, eliminate unnecessary procedures, and improve public administration efficiency.
Fran Ortega, the Director-General for Administrative Simplification, emphasized that the objective of this proposal is to detect obsolete, duplicated, or unnecessarily complex regulations that complicate people’s lives, hinder economic activity, or slow down the provision of public services.
“Through this mailbox, anyone can propose concrete improvements to reduce paperwork, save time, and move towards a more agile, accessible, and people- and business-oriented administration,” Ortega stated, adding that the tool will gather real-world experiences and concrete proposals to advance towards clearer, proportionate regulations that improve the lives of people and businesses in the Valencian Community.
A Recent Example of the Bottleneck
Recently, the Generalitat revealed an example of a bottleneck that is delaying somthing as essential as new housing: authorizations for connection to the electricity supply, with 8,000 applications blocked since 2020 in the province of Valencia.
In response, the Generalitat has adopted an extraordinary measure to group and resolve these applications jointly, rather then processing them individually, to accelerate a process essential for the electricity supply of new homes and business projects.
