Annual security expenditures across more than 4,500 Jewish communal institutions in the United States have surpassed $1 billion, according to data released by the Jewish Federations of North America. Citing data compiled ahead of the High Holidays, the organization reports that rising levels of antisemitism have driven average expenses to approximately $225,000 per institution, marking a 33% increase from previous benchmarks.
The financial burden falls heavily on synagogues, Jewish community centers, schools, and summer camps striving to protect congregants and students. According to the Jewish Federations of North America, this total expenditure of $1.015 billion reflects a stark shift in the daily operational realities of religious and cultural organizations across the country. Leaders note that these escalating safety outlays consume vital capital that would otherwise support educational and social programs.
“The fact that Jewish communal spending has shot up 33% is a measure of how much more dangerous life has become for Jewish Americans, and sadly we know that we need even more investment to protect ourselves against the rising level of threat,” said Eric D. Fingerhut, President and CEO of The Jewish Federations of North America, in a statement detailing the figures.
Allocation of Funds and Personnel Pressures
The vast majority of the newly recorded expenditure goes directly toward security personnel, including professional guards and dedicated security directors. Physical infrastructure upgrades account for an additional $150 million, covering both new technological installations and the ongoing maintenance of building hardening systems such as reinforced doors, advanced cameras, and electronic access controls.
Despite these extensive local deployments, community administrators emphasize that internal budgets remain stretched to their limits.
Federal support through the Nonprofit Security Grant Program has provided partial relief, but demand has consistently outpaced available allocations. Community leadership notes that the total funds currently diverted into basic physical safety would otherwise be sufficient to send tens of thousands of children to Jewish day schools or fund youth programs for extended periods.
Legislative Solutions and Federal Oversight
In response to the mounting financial strain, national advocates are pressing for the urgent passage of the Jewish American Security Act. This proposed legislation aims to fully fund the Nonprofit Security Grant Program at $1 billion while providing greater flexibility to allocate a larger share of those federal resources toward day-to-day security personnel costs.
Data from federal law enforcement underscores the persistent nature of the threat environment prompting these legislative pushes. According to FBI hate crime statistics cited by the Jewish Federations of North America, anti-Jewish hate crimes accounted for 64% of all religiously motivated hate crimes in 2025, even though Jewish Americans comprise roughly 2% of the U.S. population. The same federal reporting identified Jewish Americans as the most targeted religious group and the second most targeted demographic for hate crimes overall during that period.
“We are grateful for the partnership of Congress and this Administration, but the need has outpaced the resources,” Fingerhut stated, emphasizing that legislative action remains critical for sustaining community access.
