Ukraine War: Moldova Emergency, Russian Strikes & North Korea Support Russia

Moldova declared a state of emergency in its energy sector Wednesday, after a key power line connecting the country to Europe was disconnected due to damage sustained during Russian strikes on Ukrainian energy infrastructure. The 60-day emergency declaration comes as Moscow appears to be escalating its aerial attacks on Ukraine, targeting critical infrastructure and civilian areas.

Prime Minister Alexandru Munteanu urged citizens to “avoid unnecessary consumption, especially during peak hours” and to “stay united,” according to a statement released by parliament. Moldova relies heavily on electricity imported from Romania, primarily transmitted through a power line that traverses southern Ukraine. Authorities confirmed that crashed drones were discovered in Ukraine near the damaged line, necessitating demining operations before repairs can commence. Energy Minister Dorin Junghietu indicated that restoring the power line could take up to seven days, according to Moldovan media outlet Ziarul de Garda.

President Maia Sandu directly attributed the disruption to Russia, stating on X, formerly known as Twitter, “Russia alone bears responsibility.” The Moldovan foreign ministry echoed this condemnation of the attacks.

The disruption to the Isaccea-Vulcănești power line marks the latest instance of Moldova being impacted by the fallout from Russia’s war in Ukraine. In February, Moldova delivered a 700,000 euro ($830,000) aid package to Ukraine to help mitigate disruptions to its energy system caused by Russian attacks. Prime Minister Munteanu visited Kyiv on February 10th, meeting with President Volodymyr Zelenskyy and Prime Minister Yulia Svyrydenko to discuss deepening cooperation on European integration and regional security.

The latest Russian attacks on Ukraine, described by President Zelenskyy as demonstrating “absolute depravity,” involved nearly 400 drones and 23 cruise missiles overnight, followed by a further 556 drones in a daytime assault on Tuesday. The barrage targeted cities across western Ukraine, including Lviv, where a 16th-century church in the city’s UNESCO-listed medieval center was struck by a drone. At least seven people were killed in the attacks.

Moscow’s intensified aerial bombardments suggest a potential escalation of its spring offensive aimed at breaking Ukrainian resistance. Ukrainian officials have reported that Russia is employing modernized Iranian-made attack drones in these strikes.

Separately, North Korean leader Kim Jong-un has pledged continued support for Russia in a letter to Vladimir Putin. Ties between the two countries have strengthened since the start of the full-scale invasion of Ukraine, with Pyongyang reportedly providing ground troops, artillery shells, missiles, and long-range rocket systems to Russia, potentially in exchange for food and weapons technologies. South Korean and Western intelligence agencies estimate that North Korea has sent thousands of soldiers to Russia, particularly to the Kursk region.

President Zelenskyy vowed that Ukraine “will certainly respond to any attacks,” but no specific retaliatory measures have been announced. The situation regarding the damaged power line remains fluid, with Moldovan authorities continuing to assess the extent of the damage and coordinate repair efforts with Ukrainian counterparts.
