Kyiv Targets Popular Russian Animation Franchise

The Ukrainian government has officially imposed sanctions on the producers and distributors of the Russian children’s animated series Masha and the Bear. Announced on Friday, August 21, 2026, by Minister of Culture Tetiana Berejna, the action aims to limit the cultural soft power and tax revenue generated by the franchise, creating a legal basis to block the content in Ukraine and pressure international platforms into restricting its distribution and monetization.

Streaming Battles and Regulatory Friction

The presidential decree, published Thursday evening, targets the creators and their studio. According to the decree, the series functions as a vehicle for pro-Russian narratives disguised as content for children.

This escalation follows friction in late June, when Ukraine protested Netflix’s acquisition of rights for two new seasons and a license extension for the program, known natively as Macha et l’ours according to coverage from Le Figaro TV Magazine.

Digital Footprint Defies Domestic Bans

Launched in 2009 by the Russian studio Animaccord, the program tracks the adventures of a Russian girl and a lumbering bear—an animal frequently used as a symbol to represent Russia. Its dedicated Ukrainian-language YouTube channel boasts more than 18 million subscribers and accumulates hundreds of millions of views, demonstrating the persistent challenge regulators face when attempting to restrict borderless digital media.

Meanwhile, the broader cultural shift within Ukraine since the escalation of the conflict in 2022 has seen the public pivot away from Russian films, series, books, or music.

Kremlin Retorts as Syndication Models Fracture

Kremlin spokesperson Dmitry Peskov offered a retort to the sanctions on Friday, asserting in remarks covered by LNT that “Ukraine has declared the war against cartoons.” Peskov defended the program by stating that Masha and the Bear “have conquered the entire world” and promote only “the best human qualities.”
