Ukraine has officially requested an urgent ethics investigation into motorsport’s governing body, following a contentious decision to lift international competition bans on Russian and Belarusian drivers.

Challenging the Lift of the Russian and Belarusian Motorsport Ban

The controversial reversal originated from a proposal by FIA president Mohammed ben Sulayem, which cleared the FIA world council before facing fierce pushback from Eastern European federations. The ban initially mirrored sweeping international sports sanctions, freezing both Russian and Belarusian licence holders out of global calendars. With the policy now relaxed to permit neutral participation, regulatory friction has shifted from trackside eligibility to territorial sovereignty.

Territorial Violations and Statute Breaches Cited by FAU

The core of the Ukrainian complaint targets the Russian Automobile Federation (RAF) for allegedly operating administrative outposts inside recognized Ukrainian borders. According to statements released by the FAU, the RAF has opened and continues to operate offices in Crimea, the city of Sevastopol, and the Donetsk and Zaporizhzhia Oblasts—regions recognized by the United Nations as sovereign Ukrainian territory. FAU president Oleksandr Feldman stated, “This is a clear breach of the FIA statutes by the Russian Automobile Federation, which, as an FIA member organisation, is bound to comply with them.” The Ukrainian federation argues that these regional incursions violate FIA statutes and international sporting codes permitting only one recognized automobile club per country.

Sanctions Against RAF Leadership and Governance Questions

Beyond territorial footprints, the complaint highlights the personal status of the Russian Automobile Federation’s leadership. The FAU noted that RAF head Boris Rotenberg is directly subject to international sanctions imposed by the United States, the United Kingdom, the European Union, and other allied jurisdictions in response to the aggression against Ukraine. Following governance structure adjustments enacted the previous year, the FIA ethics committee operates under the direct purview of ben Sulayem and senate president Carmello Sanz de Barros, leaving appellants questioning the internal independence of the review process.
