UC Response to Evolving Federal Actions
Table of Contents
The University of California is closely monitoring a series of recent federal developments and policy updates, recognizing the potential impact on our students, faculty, staff, and patients. We understand these changes are raising questions and causing concern within the UC community, and may disrupt normal academic and operational activities.
UC remains dedicated to providing the community with accurate facts, extensive guidance, and access to essential resources during this period of change. Teams across the UC system are actively evaluating how executive orders and other federal actions may affect areas including research funding, student financial aid, diversity, equity, and inclusion (DEI) initiatives, and healthcare services.
To keep stakeholders informed, UC San Diego has compiled a list of Frequently Asked Questions addressing these federal updates. UC San diego Health Sciences has also established a dedicated Federal Updates website outlining measures to mitigate potential deficits and support the community.
A central resource hub for federal updates is available at https://www.universityofcalifornia.edu/federal-updates. This hub includes a dashboard tracking executive actions, key messages, and support resources, specifically including those for undocumented members of the UC community. This site will be updated regularly as new information emerges and impacts are clarified.
Information for Researchers
Recent White House Executive Orders and subsequent agency implementation are impacting research portfolios at UC San Diego. The Office of Research and Innovation, the UC San Diego federal relations team, and university leadership are actively tracking developments to formulate a response and provide guidance to researchers whose federally funded projects may be affected by stop-work orders.
Key points to note:
* Executive Orders are directed to federal agencies, not directly to universities. Agencies will issue guidance to grantees. UC San diego requires specific agency information regarding affected work and budgetary implications before a full impact assessment can be made.
* Agency responses are varied, necessitating a situational and flexible implementation approach at UC San Diego.
* Established processes supporting federally funded research have been temporarily disrupted.
Provisional Recommendations for Researchers:
* Continue research activities as usual unless specifically instructed or else by a federal agency regarding a particular award or subaward.
* Forward any agency communication concerning a federal grant and related to the Executive Orders to vcresearch@ucsd.edu. This will allow the Office of research and Innovation to assess the impact and provide appropriate guidance.
* Continue submitting grant proposals, and frequently check grants.gov for amendments to Notices of Funding Chance.
Anti-discrimination Law Compliance Requirements
Researchers should be aware of guidance issued by federal agencies regarding anti-discrimination law compliance:
* National Institutes of Health (NIH)
* National Science Foundation (NSF)
