Twenty people were killed and three children were among the dead after a Russian glide bomb attack struck residential buildings in the southeastern Ukrainian city of Zaporizhzhia on Saturday, October 10, 2026, just a day after the United States announced an agreement to lift sanctions on Russian diesel exports.

The strike on Zaporizhzhia leveled apartment structures and trapped victims underneath concrete rubble. Emergency rescue teams deployed heavy machinery and manual digging equipment to extract survivors from the wreckage, while local residents searched frantically for missing relatives. Reuters reported that a man’s leg remained pinned beneath fallen masonry as emergency workers rushed to free him, and local resident Nataliia Malysheva told the outlet that her parents died in the hospital after being pulled from the collapsed structure. In the capital, Kyiv, a separate missile strike hit a restaurant and wounded seven people on Saturday afternoon, compounding damage from a vast wave of drone bombardments that flew over the city throughout the day, according to Reuters reporting. The capital also suffered large-scale power outages, the country’s largest private energy provider confirmed.

Zelenskyy Condemns Diesel Deal as Capital Pummeled

Ukrainian President Volodymyr Zelenskyy reacted with immediate outrage to the United States diesel agreement, describing the policy shift as a direct “gift” to Russian President Vladimir Putin. Writing on social media on Saturday, Zelenskyy asserted that the lifting of restrictions on fuel sales provides Moscow with essential capital to sustain its military campaign. “Today, Russia expressed its thanks for the lifting of sanctions on diesel exports by dropping five glide bombs on residential buildings in Zaporizhzhia,” Zelenskyy stated.

The diesel agreement was announced on Friday by US President Donald Trump during peace talks in Miami, Florida, where a Ukrainian delegation was stationed. Trump stated that the policy change was designed to lower domestic fuel prices ahead of upcoming November midterm elections. Reuters noted that the decision caught Kyiv completely by surprise while its negotiators were meeting with American counterparts, including US envoys Steve Witkoff and Jared Kushner. The Financial Times reported that during those Miami discussions, American envoys raised the possibility of terminating US intelligence sharing if Kyiv did not halt its strikes on Russian oil refineries.

EU Plans Sanctions as Kremlin Praises Trump Call

EU’s top diplomat Kaja Kallas stated that the diesel deal supplies the Kremlin with additional revenue to fuel the conflict, noting that Europe’s resolve to maintain pressure remains firm. EU foreign ministers plan to approve 1,600 new individual and entity sanctions on Monday targeting Russia’s war machine.

In contrast to the friction between Kyiv and Washington, the Kremlin characterized its diplomatic communications with the White House in glowing terms. A Kremlin readout of Friday’s telephone call between Trump and Putin described the exchange as substantive and friendly. An aide told the Interfax news agency that neither leader wanted to be the first to hang up. Putin subsequently declared that an immediate resumption of formal peace talks remains unlikely due to ongoing Ukrainian drone attacks targeting Moscow.

Escalation Cycles Across Frontlines and Infrastructure

The intensifying military exchanges have targeted municipal power grids, transit hubs, and population centers on both sides of the frontlines as winter approaches. UN figures show that civilian casualties in Ukraine rose by 55 percent during the first eight months of the year.

Simultaneously, Ukrainian forces have maintained a strategic campaign against infrastructure nodes deep inside Russian territory, focusing on oil refineries and Yandex data-processing centers. In the Russian-controlled Luhansk region, local authorities reported that Ukrainian attacks over a 24-hour period killed four civilians and wounded five others, according to statements from the Russian-installed governor, Leonid Pasechnik.

“Russia’s choice is war. And they will be ready to end it only when they feel that their ability to drag the war out is diminishing,” Zelenskyy wrote.
