The President’s remarks came during a discussion of public safety, as reported by the White House’s live broadcast of the address. Trump stated, “She fled a brutal war, only to be killed by a hardened criminal who was let out to kill.”
Trump specifically addressed Irina’s mother, Anna Zarutska, who was present in the chamber. He recounted how Anna and Irina had arrived in Charlotte in 2022, seeking refuge from the ongoing war in Ukraine. “Last summer, 23-year-old Irina was driving home when a monster – a man arrested and released dozens of times without bail – slashed her throat and body,” Trump said. “No one will ever forget the look on Irina’s face as she looked at her attacker in her final seconds of life. She escaped a war only to be murdered by a criminal. Mrs. Zarutska, today I promise you justice for your beautiful daughter, Irina.”
Irina Zarutska was fatally stabbed on August 22, 2025, at the East/West Boulevard rail station in Charlotte’s South Conclude. Dekarlos Brown Jr., 34, was arrested and charged with first-degree murder in connection with the case. Brown has a lengthy criminal history, with arrests dating back to 2011 for offenses including theft, robbery with a dangerous weapon, and threats, according to court records. Following the murder, President Trump called for Brown Jr. To receive the death penalty.
Trump attributed the release of individuals like Brown to policies enacted by Democrats, stating that dangerous repeat offenders were being released back into communities despite the risks they posed. He did not detail specific policies during his address.
