Topeka Planning Commission Considers New Residential Development Proposal

ATA Development LLC has petitioned the Topeka Planning Commission to rezone 1.36 acres of undeveloped land near the intersection of SW Urish Road and SW 21st Street for residential development, according to a review of recent commission agendas.

The proposed rezoning would change the land’s designation from PUD (Planned Unit Development with C-2 Commercial uses) to “M-2” Multiple Family Dwelling District. The request was on the agenda for the Commission’s February 16, 2026 meeting, but its status remains pending, according to records available through Topeka Speaks.

The Topeka Planning Department facilitates the land development and zoning process, reviewing applications for rezoning, subdivision plats, and building permits, as well as handling appeals related to zoning regulations. The department serves property owners, developers, business owners, and neighborhood groups, according to information on the city’s website.

The Planning Commission also considered a Conditional Use Permit request from Don Phillippi for a property at 1200 SW Taylor Street. The permit would allow for social events at the property, which currently operates as a short-term rental. That request is also pending.

the Commission previously reviewed a Text Amendment – ACZR26/01 – concerning use standards for two-family and multiple-family dwellings, specifically amendments to sections 18.60.010 (Use Tables) and 18.225 of the Topeka Municipal Code. The status of that amendment is also pending.

No upcoming Planning Commission meetings are currently scheduled, according to Topeka Speaks. The next scheduled action regarding the ATA Development LLC rezoning request is not yet publicly available.
