Title: Romania’s Renegotiated PNRR: Cuts and Eliminated Projects

Romania has submitted a revised national Recovery and Resilience Plan (PNRR) to teh European commission, resulting in the elimination of projects totaling 7 billion euros, according to reports from Economedia.ro.The renegotiated plan reflects significant cuts and shifts in funding, particularly impacting health infrastructure, railway modernization, and highway advancement.

The alterations to the PNRR stem from Romania’s challenges in meeting initial implementation targets and absorption rates. These changes affect critical investments intended to modernize the nation’s infrastructure and public services, potentially delaying progress on key development goals. The revised plan now allocates approximately 21.62 billion euros through PNRR, a reduction from the originally anticipated amount.

The moast significant reductions are concentrated within the healthcare sector. The “Development of public hospital infrastructure (19 hospitals)” reform, initially allocated 1.047 billion euros in grants, will now face a budget decrease of 511 million euros, with an additional 259.8 million euros converted from grant to loan financing.

railway infrastructure modernization also experienced significant cuts. The “modernization and renewal of the railway infrastructure” project, previously slated for 3.24 billion euros in grant funding, has been reduced by 1.36 billion euros, and a further 1.87 billion euros has been reclassified as loan-based financing.

Notably, 2.169 billion euros worth of projects, originally planned for loan financing, have been shifted to the grant component. These include portions of the moldovan A7 highway. A comprehensive list of the revised projects and funding allocations is available on Economedia.ro.
