PKP Intercity Seeks 72 New Double-Decker Trains
Major Procurement Could Reshape Polish Rail Travel
PKP Intercity has launched a significant tender for up to 72 new double-decker passenger vehicles, marking the largest order of its kind in Poland for long-distance routes. This initiative aims to modernize the national rail operator’s fleet and enhance passenger comfort.
Bidding Opens for Landmark Contract
Two major rail manufacturers have submitted bids for the substantial contract. Alstom proposed PLN 4.11 billion net for vehicle delivery and PLN 2.78 billion net for maintenance for the initial order of 42 units. Stadler’s offer was PLN 3.99 billion net for delivery and PLN 3.27 billion net for maintenance.
Each new train is designed to accommodate 480 passengers, promising a more comfortable journey on domestic routes. PKP Intercity has identified key lines that will benefit, including Warsaw to Łódź, Gdańsk, Wrocław, Olsztyn, Kraków, Białystok, and Terespol.
The new trains are anticipated to enter service approximately three and a half years from the contract’s finalization. PKP Intercity has stated that the offers will undergo thorough verification in the coming weeks to select the successful bidder.
Controversy and Clarifications Surround Tender
PKP Intercity highlighted that both Alstom and Stadler have manufacturing facilities and employ personnel in Poland, emphasizing their commitment to the domestic economy. Alstom operates a plant in Chorzów, and Stadler has a facility in Siedlce.
Prior to the offer opening, speculation suggested the tender was already decided in favor of Siemens, a company that ultimately did not submit a bid. PKP Intercity has dismissed these claims as unauthorized interference in the public procurement process.
Concerns were raised by some Polish politicians regarding potential discrimination against domestic manufacturers like PESA and FPS Cegielski. However, PKP Intercity confirmed that no complaints were lodged with the National Appeal Chamber concerning the tender conditions. In 2023, Polish railways transported approximately 400 million passengers, showcasing the significant role of rail transport in the country’s mobility.
PKP Intercity Sees Strong Passenger Growth
As Poland’s largest railway operator, PKP Intercity connects major cities and tourist destinations nationwide and across Europe. Last year, the company served 78.5 million passengers, representing a 15% increase from the previous year and a 33% rise compared to 2022.
The operator offers various service categories, including TLK and IC for economic travel, and EIC and EIP (Pendolino) for express services. PKP Intercity projects further growth, anticipating transporting 88 million passengers this year and reaching 110 million by 2030.
