Telefónica leads Spain’s anti-fraud shield, per 20minutos.es

October 30, 2026 Emma Walker – News Editor News

Telefónica leads Spain’s new telecom fraud shield with 241 million blocked calls and 28 million fraudulent text messages since March 2025, according to 20minutos.es. The sweeping defense framework forces network operators to cut off unassigned telephone numbers, changing how carriers handle malicious communications.

How Regulatory Mandates Shifted Network Traffic

Back in March 2025, Ministerial Order TDF/149/2025 established a legal obligation for all telecommunications operators in Spain to block any numbering series that does not correspond to a valid user or service. While the requirement applies equally across the entire sector, compliance speeds have varied significantly among providers. Telefónica emerged as the early adopter of the anti-fraud shield. Its network initially accounted for 97% of all blocked calls nationwide before shifting to the 60% share it represents today, 20minutos.es reported.

Operating at this scale generates immense traffic. On a single typical day analyzed within Telefónica’s network, systems processed roughly 40 million calls. Out of that total, approximately 1.1 million calls were blocked outright due to verified fraud.

The Divide Between Fraud Interception and Consumer Spam Controls

Fraud prevention and spam filtering operate under entirely different technical mechanisms. Movistar reached 1.2 million mobile lines with unwanted call blocking activated by users since launching its specific ‘Llamadas Spam’ functionality on March 16, 2026. Over the seven months following that tool’s rollout, the carrier identified 166 million spam calls and actively blocked more than 15 million at customer request.

That large gap between identification and blocking comes down to user settings. Detection and user alerts run automatically by default, but preventing the call from ringing a customer’s phone requires the account holder to explicitly turn on the blocking feature. During the same daily traffic sample that caught 1.1 million fraudulent calls, systems identified about 550,000 spam calls, marking nearly 470,000 as spam while intercepting over 80,000 before reaching customers who had enabled the blocking option.

Laura Otero, B2C director for Telefónica in Spain, highlights the company’s clear digital protection strategy aimed at providing security, peace of mind, and trust to its customers.

Otero adds that these activation metrics reaffirm the organization's commitment to serving as a trusted digital access gateway with strong network security.

Upcoming Protections Against Suspicious Text Messages

While voice networks remain the primary target for current filtering mandates, text communications represent the next operational frontier. Telefónica is currently developing a new detection capability focused specifically on suspicious text message content. The company plans to roll out this feature to customers in the coming months. To prepare for the launch, the carrier is actively gathering user consent so the system can analyze messages anonymously without storing underlying personal data.
