Von der Leyen’s €100M to Ukraine: EU Bypasses Hungary to Fund War Effort

by Lucas Fernandez – World Editor February 27, 2026
written by Lucas Fernandez – World Editor

Ukrainian President Volodymyr Zelenskyy rebuffed appeals from European Union leaders to repair a key oil pipeline crucial to Hungarian energy supplies, a move that threatens to derail a €90 billion ($97 billion) EU aid package for Ukraine. The exchange occurred during a visit to Kyiv by European Commission President Ursula von der Leyen and European Council President António Costa to mark the fourth anniversary of the full-scale Russian invasion.

Von der Leyen arrived in Kyiv with a symbolic offering of just €100 million in aid, a fraction of the larger package currently stalled due to Hungarian opposition. According to reports, Zelenskyy dismissed the request to restart the Druzhba pipeline, which carries Russian oil to Hungary, curtly asking, “What for?”

The pipeline’s status has become a key point of contention, with Hungarian Prime Minister Viktor Orbán leveraging its repair as a condition for approving the EU aid. Orbán alleges that Ukraine is attempting to interfere in upcoming Hungarian elections by withholding maintenance on the pipeline. Kyiv and Brussels, but, are reportedly eager to see Orbán defeated in those elections.

Despite Zelenskyy’s reluctance, von der Leyen indicated that the EU is exploring ways to circumvent Hungary’s veto. Costa, a trained lawyer, suggested that provisions within EU treaties might allow the aid to be disbursed “one way or another.” This approach, however, raises concerns about the democratic legitimacy of bypassing a member state’s objections.

The situation highlights a growing rift within the EU, with critics questioning the bloc’s willingness to expend taxpayer money without democratic oversight. The impasse as well comes as NATO Secretary General Jens Stoltenberg urges “robust” security guarantees for Ukraine, signaling a continued commitment to supporting the country against Russian aggression. As of Friday, February 27, 2026, the EU has not publicly detailed the specific legal mechanisms it intends to employ to overcome Hungary’s opposition. Orbán’s office has not issued a response to the latest developments, and the fate of the €90 billion aid package remains uncertain.

Multiple Moscow airports suspended flights for several hours on Sunday, February 22, 2026, following reports of a drone attack on the Russian capital. Russia’s aviation authority, Rosaviatsiya, announced the restrictions, citing security concerns.

Moscow Mayor Sergey Sobyanin stated that the city’s defenses had intercepted 31 drones, according to Interfax news agency. The Russian Ministry of Defense reported downing nearly 300 Ukrainian drones across the country. Sobyanin, who has served as the Mayor of Moscow since 2010, previously held positions as Governor of Tyumen Oblast, Head of the Presidential Administration, and Deputy Prime Minister of Russia, according to Wikipedia.

The disruptions affected operations at Vnukovo, Domodedovo, Sheremetyevo, and Zhukovsky airports. Flight schedules were significantly impacted, with numerous delays and cancellations reported.

Ukraine’s military claimed to have launched 50 rockets and 297 drones in a nighttime attack, alleging that Russian air defenses intercepted 33 rockets and 274 drones. Ukrainian officials stated the attack targeted energy infrastructure, specifically in the Kyiv region, the Black Sea port of Odessa, and central Ukraine. At least one person was injured in Kyiv, according to Regional Governor Mykola Kalashnyk, with damage reported across five city districts. Oleh Kiper, the Governor of Odessa, reported that fires broke out during the attack but were subsequently extinguished.

Ukrainian Foreign Minister Andriy Sybiha, writing on X, asserted that Russia was “undermining diplomacy” with these “terrorist large-scale attacks” and called for increased international sanctions against Moscow. No immediate statement was released by Russian authorities.

In the western Ukrainian city of Lviv, a series of explosions resulted in the death of one police officer and injuries to several other security personnel, according to local media reports. Lviv Mayor Andriy Sadovyi stated that 14 people were hospitalized following the explosions, describing the incident as a “terrorist attack.” The city is located near the Polish border, approximately 50 kilometers from the European Union.

The attacks arrive as Sergey Sobyanin approaches 16 years as Mayor of Moscow, a period marked by both modernization efforts and criticism regarding political freedoms, as reported by the Moskauer Deutsche Zeitung. He was initially appointed to the position in 2010 following the dismissal of Yury Luzhkov and subsequently re-elected in 2013, 2018, and 2023.

Budapest, Hungary – U.S. Secretary of State Marco Rubio expressed enthusiasm during his first visit to Budapest on Monday, describing the city as “incredible” and the location as “a great place.” However, the visit’s primary focus extends beyond sightseeing, centering on American concerns regarding Hungary’s energy dependence on Russia.

According to sources, Hungary currently relies on Russia for approximately 80 percent of its oil and gas supplies. The U.S. Government is seeking to diversify Hungary’s energy sources, with a particular interest in increasing the import of liquefied natural gas (LNG) from the United States. This was a key topic of discussion during meetings between Rubio and Hungarian Prime Minister Viktor Orbán, held at the Karmelita Monastery in Budapest.

The meeting between Orbán and Rubio addressed bilateral relations and current international and security policy issues, with both leaders agreeing that a “golden age” has dawned in Hungarian-American relations, and that further agreements are likely in the future. Rubio’s visit follows a meeting between Orbán and U.S. President Donald Trump, who publicly voiced his support for Orbán ahead of the upcoming parliamentary elections in two months.

Prior to meeting with Orbán, Rubio met with Hungarian Foreign Minister Péter Szijjártó, resulting in the signing of an agreement to promote civil nuclear energy programs between the two countries. Discussions as well covered the ongoing war in Ukraine and potential pathways to peace. Szijjártó noted that the meetings represent a recent “golden age” in Hungarian-American diplomacy, marking the first time such discussions have been held in Budapest.

The U.S. Administration views Hungary as playing an critical role within the Peace Council, and Trump has previously praised Orbán’s operate in curbing illegal immigration. The signing of the nuclear energy agreement was announced by State Secretary Zoltán Kovács at a joint press conference following the meetings.

Rubio’s visit comes as Hungary prepares for parliamentary elections. The U.S. Has signaled its support for Orbán’s government, a position that has been publicly affirmed by President Trump. A joint press conference between Orbán and Rubio is scheduled to take place at the Karmelita Monastery, where details of the discussions and agreements are expected to be shared.
