Shutdown Standoff Fueled by false Claims: Republicans allege Democrats โPrioritize Healthcare for Undocumentedโข Immigrants
WASHINGTON – A looming government shutdown is being partially fueled by inaccurate claims from โRepublicans alleging that Democrats are โprioritizing โฃhealthcareโฃ access for immigrants residing inโ the U.S.illegally,โข a claim fact-checkers have deemed false. The disputeโ centersโค on a Democratic budget โฃproposal aimed at averting a shutdown and reversing Republican-led cuts to healthcare programs.
Senator J.D. Vance asserted that Democrats are “threatening to shut down the entireโข government asโข they want โฃto give hundreds of billions of dollarsโข ofโค health care โฃbenefits to illegal aliens.” This claim, amplified by some within the White House, lacksโฃ factual basis, according to a review of the Democratic proposal and independent analyses.
The Democratic plan, outlined inโ a Sept. โข17 document (here), focusesโค on permanently โextending Affordable โCare Act (ACA)โฃ subsidies and restoring funding to Medicaid and othre healthโ programs that were โคreduced โคbyโ previous Republican legislation. Crucially, the proposal explicitly does not expand eligibility for federally โขfunded healthcare โ- including medicareโค and Medicaidโค – to โขindividuals โin the U.S. illegally. These individuals โare already largely โineligible โฃfor such programs and cannotโ purchase ACA marketplace plans with subsidies.
Rather, the Democratic โฃproposal seeks to restore access to โขMedicaid, the Children’s Health Insurance โProgramme (CHIP), โฃand โACA coverage for legal immigrants – refugees and those granted asylum – who were previously eligibleโค but are set to lose coverage โคdue to provisionsโค in a โ2025 taxโ and budget law.โ
When pressed for evidence, White House officials andโ Representative Mike Johnson referenced the Congressional Budget Office โ(CBO). Though, aโ KFF analysis โค(here) of CBO โขestimates found that the โฃRepublican โlaw’s provisionsโข regarding legal immigrants would reduce federal spending by $131 billion. This projection specifically excludes any estimate related to individuals without legal status.
The Democratic proposal does include a โsmall โฃamount of funding for Emergency Medicaid, โขwhich reimburses hospitals for providing emergency care to immigrants โขwho would be eligible for Medicaid butโ for their immigration status.Though, โthis is not a new benefitโ and does not represent the “hundreds of billions” claimed by Vance.
Fact-checkers have consistently rated the claimโ as โfalse, highlighting the misrepresentation of the Democratic proposal’s intent and the โlack of โevidence supporting the financial figures cited by Republicans. โฃThe dispute underscores the politically charged surroundings surrounding immigration โand healthcareโข policy as Congress faces โa critical deadline to avoid aโฃ government โฃshutdown.
