Jakarta, CNN Indonesia —

United Nations General Assembly (PBB) will hold an emergency meeting regarding the situation in Palestine Gaza Strip on Tuesday (12/12).

This emergency meeting was a response to the failure of the Security Council to adopt a ceasefire resolution due to the United States’ veto last Friday.

This emergency meeting of the UN General Assembly was held after Egypt and Mauritania took advantage of UNGA (United Nations General Assembly) resolution 377 which is known as the “United Resolution for Peace”.

In a letter shared by UN General Assembly president Dennis Francis on Monday (11/12), the representatives of Egypt and Mauritania called for a special emergency meeting of the UN General Assembly “in their respective capacities as Chairs of the Group of Arab States and the Group of the Organization of Islamic Cooperation (OIC) .”

In their letter, Egypt and Mauritania consider UNGA resolution 377 necessary to enable the General Assembly to convene and make recommendations when the UNSC “fails to carry out its primary responsibility to act as necessary to maintain international peace and security.

“In the absence of a ceasefire and in light of the ongoing gross violations of international law, including humanitarian and human rights law, and violations of relevant UN resolutions… the situation in the Occupied Palestinian Territories, including East Jerusalem, in particular in the Gaza Strip, conditions continue to deteriorate dramatically,” the joint UN General Assembly letter was quoted as saying CNN.

Francis said this emergency meeting is expected to take place at around 15.00 New York time, United States.

Israel’s brutal aggression against the Gaza Strip has become increasingly rampant since the ceasefire ended at the end of last November. The death toll as a result of Israeli aggression against Palestine since October 7 has reached 18 thousand people, including 7,800 children and 5,153 women.

For the umpteenth time, the US used its veto power and again thwarted a UN Security Council resolution calling for a humanitarian ceasefire in the Gaza Strip last Friday.

As many as 13 of the 15 member countries of the UN Security Council supported the resolution calling for an immediate ceasefire in Gaza. Meanwhile, the US vetoed and the UK abstained.

The UNSC draft resolution submitted by the United Arab Emirates calls for an “immediate humanitarian ceasefire”, the unconditional release of all Hamas hostages, and ensuring humanitarian access for civilians in Gaza.

Discussion of this resolution at the UN Security Council also took place after being triggered by a letter from UN Secretary General Antonio Guterres which used Article 99 of the UN Charter.

Article 99 of the UN Charter gives the UN Secretary General the authority to raise any issues and problems deemed important because they may threaten the maintenance of international peace and security.

NEW YORK – After a week of attending UN General Assembly dominated by discussions about the war Russia Of Ukraine Moscow’s top diplomat Sergey Lavrov finally got his turn to speak.

On his occasion, the Russian Foreign Minister highlighted the support provided by the West and NATO – a joint defense organization created after World War II to defend Western countries from the Soviet Union.

As Russia’s war in Ukraine continues and Western allies continue to funnel military aid to Kiev, Lavrov warned that he considers the United States (US), Britain and other countries to be directly at war with Russia.

“We can call this a hybrid war but that doesn’t change the reality,” Lavrov said.

“They are actually involved in hostilities with us because they use Ukraine as fodder,” he added as quoted from CNNSunday (24/9/2023).

On that occasion Lavrov also rejected the peace framework proposed by Ukrainian President Volodymyr Zelensky and called it “impossible”.

The plan does not consider handing over Ukrainian territory to Russia or abandoning Kiev’s efforts to join the North Atlantic Treaty Organization (NATO) – two things that are obstacles for Moscow.

The Russian foreign minister also shut down the possibility of Russia returning to the Black Sea grain deal, saying the Kremlin felt cheated.

New York Meeting on Lebanon: Divergence or Convergence?

by Chief editor of world-today-news.com September 21, 2023
written by Chief editor of world-today-news.com

What happens in New York, stays in New York. After the meeting on Lebanon of the Group of Five (France, United States, Saudi Arabia, Qatar, Egypt), held Tuesday on the sidelines of the United Nations General Assembly, echoes, sometimes contradictory, are being heard. A vagueness fueled by the fact that at the end of their meeting, the five powers did not publish a press release as during their previous meeting, last July in Doha. On the one hand, we are talking about attempts to surround the French approach and clip the wings of Paris’ special envoy, Jean-Yves Le Drian, who had nevertheless benefited from Saudi support during his last visit to Beirut. Another story suggests that what is happening What happened was not a disagreement, but rather a readjustment of priorities, between dialogue, the presidential election and the economic rescue plan.

Divergences or convergence?
Already, in terms of form, the New York meeting started on the wrong foot, since the foreign ministers of the four Paris partners did not agree to attend, instead delegating senior officials from their respective countries. “If the meeting had taken place at ministerial level, not only would the discussions have been more fruitful, but the participants would have found themselves faced with the obligation to publish a press release displaying their agreement, which did not seem possible on Tuesday,” notes a Western diplomatic source. .

Basically too, this meeting was the scene of a dispute between France and the United States, in what looks like a repeat of the Doha meeting. The Americans – who were the most firm – but also the Saudis insisted on the need to set a timetable at the French initiative and to sanction those responsible for the blockage. “Washington does not intend to let the French act alone on the Lebanese scene,” says an Arab diplomat. The Americans wish, through their position, to open the way for an intervention by Doha.” During his speech before the General Assembly, a few hours after the quintet meeting, the Emir of Qatar, Tamim bin Hamad al-Thani, spoke of the Lebanese issue, regretting that “the suffering of the people continues due to political calculations » and insisting on “the need to find a solution to the presidential vacancy”. Enough to signal a new intervention by the emirate in the presidential file, with the blessing of Washington and Riyadh. “All that remains is to identify the right moment,” confirms the Arab diplomat.

From then on, France’s role is called into question in diplomatic circles, since it no longer seems able to shape a way out of the crisis on its own. Especially since the assets that Paris had in Lebanon, namely its historical proximity to the Christians and the Hariri, alongside its ability to communicate with Hezbollah, are increasingly weakened. Christians reject the French approach, which they consider too conciliatory with the Shiite party, while Saad Hariri has withdrawn from political life. As for the Iranians, on whom the party of God depends, they dialogue with the Saudis and even the Americans. Qatar, which has been able to establish itself as an effective mediator between these capitals, but also between the Lebanese themselves, could therefore be led to play a more important role on the presidential file. This would come at the expense of the French, considered by their quintet partners to have failed to achieve a solution to the crisis. Contacted by L’Orient-Le Jour, a French diplomatic source denies this version of the facts. “There is a convergence of views between the members of the quintet. The Franco-Saudi sequence of Jean-Yves Le Drian’s last visit to Beirut clearly showed this. Some Lebanese actors are trying to create from scratch the perception of differences between international partners to better absolve themselves of their own responsibilities. And to assure: Jean-Yves Le Drian’s mission will continue, as long as the French authorities deem it useful. Press rumors insinuating that it will end soon are unfounded. »

But on the Lebanese side, we already have our eyes fixed on the visit to Beirut of the Qatari Minister of State for Foreign Affairs, Mohammad ben Abdel Aziz al-Khulaifi, the date of which we are waiting for to be fixed (according to the latest information, it will take place beginning of October). Some officials even wanted this visit to take place as soon as the French envoy left Beirut last week. Because the conviction in Lebanon is more and more tenacious that after the failure of the French initiative, only Doha will be able to find common points between the different protagonists, despite their differences. This is all the more the case after the conclusion of an agreement between Washington and Tehran following the mediation of Qatar, involving the unfreezing of Iranian funds in exchange for the release of American citizens detained in Iran.

The dialogue, again and again
In the meantime, an inter-Lebanese dialogue could be conducted on two fronts. On the one hand by the French envoy who, upon his return to Beirut for a fourth visit in October, will hold bilateral meetings with representatives of the political blocs to discuss the procedure which should lead to an election and the expected program of the next president. And on the other, by the President of Parliament, Nabih Berry, who still wants to convene a dialogue in principle in October, despite the denial of the radical fringe of the opposition.

“The dialogue desired by Mr. Berry will last a maximum of 7 days and will be followed by an open electoral session where the rounds will follow one another until the election of a President of the Republic,” reiterates a close friend of the head of the legislature, while opponents criticize Nabih Berry for using ambiguous language to push them to accept his initiative without inviting the open session they are demanding. And the aforementioned official explained: “Nabih Berry’s proposal consists of the doors of Parliament being opened for a first round (86 votes necessary for the quorum and for the election). The session will not be adjourned and the rounds will follow one another, but the quorum will remain 86 votes even if 65 will be enough for an election in the second round. »

It is therefore to prevent a group of deputies from having recourse to what it considers to be its “constitutional right” to cause a lack of quorum during this session that the President of the House considers that dialogue is essential. . The talks could then lead to the emergence of a consensus candidacy or a list of candidates which will be decided in the ballot box during the promised session. “Nabih Berry is waiting for the majority of political blocs to respond favorably to the invitation,” says the person close to the legislative leader. And added: “It will depend on the Free Patriotic Movement, which has shown signs of openness. If he agrees to participate, the dialogue will then be conducted with those present. »

Some parties believe that after Le Drian’s fourth visit, and if an inter-Lebanese dialogue does indeed take place in Parliament, the Qataris could intervene to support this process, like what happened in Doha in 2008 Depending on national and international contacts, a compromise could then be possible. Others do not share this optimism and fear that the presidential election will be postponed until favorable regional conditions are met, notably an alignment between Iranian and American interests, Hezbollah included. At that point, the identity of the next president will become secondary…

What happens in New York, stays in New York. After the meeting on Lebanon of the Group of Five (France, United States, Saudi Arabia, Qatar, Egypt), held Tuesday on the sidelines of the United Nations General Assembly, echoes, sometimes contradictory, are being heard. NEW YORK – President United States of America (AS) Joe Biden says world must stand against “naked aggression” Russia and support the Ukrainian people.

Speaking before the UN General Assembly, he said that Moscow alone bears responsibility for the war, obstructing peace, and has the power to immediately end the conflict.

The US president then urged UN members to continue supporting Ukraine because failure to do this would allow Russia to carry out brutal actions against the country without compromise.

“If we allow Ukraine to disintegrate, will the independence of any country be guaranteed? I respectfully suggest the answer is no – we must stand up to this blatant aggression today, and deter potential aggressors in the future,” Biden said as quoted by Sky NewsTuesday (19/9/2023).

He vowed that the US would continue to support the Ukrainian people in defending its sovereignty, territorial integrity and freedoms.

The US president’s remarks drew applause from the UN delegation, including his Ukrainian colleague Volodymyr Zelensky, who was in the audience.

In his wide-ranging speech, Biden warned that the world is at an inflection point in history and no country can face today’s challenges alone.

“Our future is tied to your future,” he shouted.

USA trip ends in New York Baerbock calls for reform of the UN Security Council

On her extensive US trip, Baerbock reaches her last stop, New York. Before the UN general debate, the Green Foreign Minister is calling for a new operating system for the United Nations. The Security Council in particular needs reform.

Federal Foreign Minister Annalena Baerbock called for fundamental reforms at the United Nations in light of her arrival in New York for the UN general debate. Germany is committed to “making the UN system fairer, more inclusive and more capable of acting,” explained the Green politician in New York. This also includes a reform of the UN Security Council, which Germany has been campaigning for for years together with Brazil, India and Japan in the so-called G4.

“A UN Security Council that still represents the world of the 20th century is no longer appropriate,” warned Baerbock in her statement. “Only if the United Nations ‘updates’ its operating system to adapt to the world of the 21st century will it be the long-term place where the global community can solve its problems together.”

The minister explained that in order to contribute to such modernization, Germany and Namibia are leading the negotiations for the UN Future Summit in 2024. First of all, the UN general debate next week will focus on numerous major challenges: “about peace, about the further development of the… international law, about good climate, health and development policy and also about the rights of girls and women in countries like Afghanistan. This means that the “heart of the world” will beat in New York in the coming days.

Scholz also takes part

The general debate in the UN General Assembly, in which Federal Chancellor Olaf Scholz is also taking part, begins on Tuesday. A summit for sustainable development will take place in New York on Monday. With this in mind, Baerbock advocated “that we put the sustainable development goals at the center of the United Nations.” This includes “more ambition to contain the climate crisis, the biggest threat of our time.” In addition, the UN, the international financial institutions and health bodies must finally be positioned so that our partners in Africa, Latin America and Asia receive the voice they deserve there.

The Federal Foreign Minister has been in the USA since Tuesday. Among other things, she visited the state of Texas and held talks with US Secretary of State Antony Blinken and other political decision-makers in Washington.
