Ukrainian President Volodymyr Zelenskyy has proposed holding presidential elections before May 15th, but stipulated they will only occur if Russia agrees to a ceasefire. The offer comes as the United States is pushing for a resolution to the nearly four-year-old conflict by June, according to Zelenskyy.
Zelenskyy announced the potential election timeline, contingent on a Russian ceasefire, in a social media post on February 1st, stating Ukraine is prepared for “a substantive discussion” to reach a “real and dignified” end to the war. Moscow, yet, has indicated it will not accept any agreement brokered between the U.S. And Kyiv, signaling a significant obstacle to a swift resolution.
The U.S. Push for a summer resolution was detailed by Zelenskyy in remarks to reporters on February 7th, as reported by USAToday. He stated the U.S. Wants Moscow and Kyiv to “uncover a solution on how to end the war in Ukraine before summer.” The U.S. Has proposed hosting the next round of trilateral talks in Miami next week, a proposal Ukraine has accepted. These talks follow two days of U.S.-brokered discussions held in Abu Dhabi earlier this month.
According to Zelenskyy, the U.S. Administration believes the upcoming November Congressional elections are a key factor driving the urgency for a resolution. “The (November mid-term U.S. Congressional) elections are definitely more important to them. Let’s not be naive. And they say they want to gain everything done by June,” he said.
Russia has reportedly presented the U.S. With a substantial economic proposal, dubbed the “Dmitriev package” after Russian envoy Kirill Dmitriev, valued at $12 trillion. Zelenskyy characterized the proposal as a significant element in the ongoing negotiations, as reported by CBS News. Bilateral economic deals between the U.S. And Ukraine are also part of the broader negotiating process.
Despite the diplomatic efforts, fighting continues. Zelenskyy reported on Saturday that Russian strikes on Ukrainian energy infrastructure had forced nuclear power plants to reduce output, with over 400 drones and approximately 40 missiles launched overnight. Ukrenergo, the state energy transmission operator, described the attack as the second major strike on energy infrastructure this year.
A prisoner exchange agreement, brokered during the Abu Dhabi talks, saw both Ukraine and Russia agree to exchange 157 prisoners of war each, resuming such swaps after a five-month pause. Zelenskyy indicated that further prisoner exchanges are planned.
The next trilateral meeting between Ukraine, Russia, and the U.S. Is scheduled for February 4th and 5th in Abu Dhabi, following an agreement between all parties, according to a source close to the negotiations cited by EFE. The outcome of these talks remains uncertain, particularly given Russia’s rejection of any agreement reached between the U.S. And Ukraine.
