Vision Zero Campaign: Effectiveness and Disparities in New York City’s Traffic Safety Program

“Yes, there are always accidents around here. Here, below, in the park, on the corners, always,†said Corona resident Julio Vera.

This year marks a decade since the Department of Transportation adopted the Vision Zero campaign, whose goal is to reduce traffic deaths in New York to zero.

An analysis by nonprofit Transportation Alternatives confirms that the program is effective – making streets safer for pedestrians and cyclists by redesigning roads, reducing speed limits, and the installation of more than 2,000 road safety cameras.

Figures show that traffic deaths have fallen by 16% since the program was implemented, a difference of at least 450 lives.

Despite this, the data reveals disparities:

While communities with more white populations and greater purchasing power have safer streets, low-income communities and communities of color suffer an increase in traffic violence.

“In those places like Corona, parts of Queens or Brooklyn or The Bronx, we are still seeing that there is an increase in certain fatalities and how in Latino communities that has increased 30%. In certain communities. That’s not fair,” said Juan Restrepo, of Transportation Alternatives.

And the organization says New York’s cycling infrastructure has not kept pace with the increase in bicycle use and nearly 100% of cyclists killed during the first decade of Vision Zero occurred on streets with no infrastructure to protect cyclists.

“2023 was the most dangerous year to use a bike especially during Vision Zero. And that indicates that we still have changes that we have to make to improve the streets,†Restrepo added.

And here in Corona, the greatest increase in fatalities due to road accidents has been seen, at 125% per 10 thousand residents. The other affected communities include Flatbush in Brooklyn and Morningside Heights in Manhattan.

“Sometimes when you want to pass, they don’t let you pass, they don’t give you permission to pass, or there are always arguments about anything related to traffic,” said Milixa Caceda.

“Sometimes the drivers too, many of the drivers are to blame,†Vera added.

The Department of Transportation noted: “Our commitment to equity influences where we prioritize our work, weighing neighborhood race and income, density, and the history of past projects.”

And Transportation Alternatives reiterates that the program does work, but that to reach zero deaths it must be implemented effectively in all neighborhoods of the city.

The MTA is digging a new tunnel to address crowding on the Line 7 platform.

Agency crews are building a walkway and entrance, which runs from the 7 train platform at Grand Central Terminal to 42nd Street.

The $115 million project is halfway complete, and will be equipped with new stairs, both normal and escalators.

Although dynamite will be used to blow up the rocks to create space for the underground union, workers assure that the explosions will be relatively silent.

Train 7 will not suffer any suspension of service. However, the MTA agency says riders should expect some closures to occur when it comes time to repaint and repair areas of the platform.

Those responsible for the project believe that the project will be completed by the end of the year.

MTA Urgent Repairs Report: Ensuring Safety and Efficiency for New York’s Public Transportation System

A new report from State Comptroller Thomas DiNapoli’s office identifies key repairs the MTA must make in the coming years to keep riders who rely on public transportation safe.

“Day by day you can see that it is deteriorating, it looks quite damaged. Some parts look quite damaged,” says Denis Hernández, user of the system.

Through a detailed report, DiNapoli’s office highlights the most urgent repair needs within New York’s public transportation system, considered the largest in the entire country.

They focus on the five-year period between 2025 to 2029, when the next MTA capital program will take effect and consists of an investment of 43 billion dollars.

Repairs necessary to optimize service include:

Improve road signs and communications system.

Increase passenger safety, which is one of the critical points of the system.

Update subway cars and the outdated bus fleet.

Intensive maintenance of train and bus yards.

And one of the agency’s biggest priorities is renovating the 110-year-old Grand Central Terminal train shed.

It needs repairs to 100 percent of its structural supports, roof slab, ventilation, air conditioning and drainage systems.

In addition to infrastructure, some users insist that cleanliness and security should be the priority:

“On the N and D trains, which are where many homeless people go, they sleep and urinate inside the cars, they fight inside, they smoke inside the cars and so let’s say that when you go out with children it is a complication” says Anderson González, user of the system.

“I have been living here for 20 years and I see that the transportation always, even about ten years ago they put in new ones. So, in a way, there’s no problem with that. I see that the problem is more in security,” adds Armando Ramírez.

Others reiterate the slowness of the service:

“More transportation, because sometimes it takes more than half an hour, an hour especially the Third Avenue bus,†says Esperanza Zurita, a user of the system.

“They are always very slow on the weekends, so they should improve that part and there should be a little more security because the truth is that it is a little dangerous to walk,†says Valdo Castro, user of the system.

And others are totally skeptical of the announced changes:

“This has never changed since I was little,†says Nelson Castro.

And in accessibility projects, the MTA plans to invest $6.8 billion in its train and bus stations.

Members of the Consumer and Worker Protection Committee of the Municipal Council met in order to reconsider some legislation that was not approved last year, among them one that seeks for electric bicycle or scooter businesses to obtain a license to operate in the city.

Something that Alejandro Grajales, who has been working as a delivery driver for almost nine years, believes is necessary.

“For the safety of our family, our neighbors and ourselves to use certified batteries so that we do not have those risks,†Grajales said.

According to data from the city’s Fire Department, in the last three years 376 people have been injured and 28 have died due to incidents related to lithium batteries.

For this reason they are also considering another bill that would require home delivery platforms to provide free electric bicycles and safety equipment to their delivery people.

Councilman Oswald Feliz, who presented this proposal, says that delivery companies like Uber Eats and DoorDash also have to be responsible for the use of electric bicycles.

“These companies have the largest market here in New York City and they have to help us solve this problem,†Feliz said.

This latest proposal has been criticized by DoorDash, who claim that they already spend around $74 million a year on salaries for delivery drivers, due to a law that was recently implemented.

“It is going to affect the Deliveristas a lot and the markets, too, that are on the platforms and are going to raise prices for customers, the three of them are going to suffer a lot,” said Kassandra Pérez-Desir, director of government relations, DoorDash.

While delivery workers and activists fear retaliation from these companies.

“We don’t want there to be requirements that are likely to lead to the worker losing their job or the possibility of them not being able to access their application because their company is now demanding that they have their requirement without any responsibility of the company however of the worker,” said Ligia Guallpa, of the Labor Justice Project.

These legislations will be introduced, for the second time, to the municipal council in the next legislative session on February 8.

The MTA installs protective barriers at a second subway station.

This is part of a program to prevent falls on the rails.

Transportation Authority crews worked Friday night and Saturday to install these barriers at the Clark Street station on the 2 and 3 lines in the Brooklyn Heights area.

This installation follows another made over the previous weekend at the 191st Street station in Washington Heights.

“You may notice something new at the 191 St station: This weekend, we installed platform railings at the station as part of a pilot program.

“Your safety is our top priority and we are committed to reducing intrusions on the roads and increasing safety. Thank you for riding with us,” the MTA wrote at the time in a message on social media.

Tragic Fire in Queens Sends Eight to Hospital: Latest Updates

After a fire that occurred this morning in a home in Queens, eight people, including civilians and police, were transported to the hospital.

The incident occurred shortly after 2 in the morning on the second floor of 164-40 73rd Avenue, in the Hillcrest sector.

It took the work of about 60 firefighters to control the fire.

The authorities confirmed that five of the victims belong to the same family. Among them there are four women, ages 7, 10, 22 and 46; and a 9 year old boy.

All were taken to the hospital for smoke inhalation and are in stable condition.

Meanwhile, a 50-year-old man with burns was admitted to a medical center in critical condition, and two police officers are in stable condition after inhaling smoke.

The investigation to define the cause of the fire is ongoing.
