The Narcotics Prosecution sub-directorate proceeded to dismantle a legal group, the members of which had been energetic within the trafficking of portions of heroin within the wider space of Attica.

In an organized police operation carried out yesterday by the Narcotics Prosecution Division of Western Attica, with the help of E.Ok.A.M. and OPKE, 5 members of the group had been arrested, whereas 18 extra members are included within the case file.

In keeping with ELAS, the certification of their legal exercise was preceded by acceptable utilization of data knowledge, verifications and cross-checking of knowledge, use of particular investigative strategies and creation of profiles of these concerned (profiling).

107 police officers who have committed serious criminal offenses remain in police services or “active” within the Police due to procedural pending cases and their departure from EL.AS has been disciplinary requested.

In the same Department, as reported by “Vimas” information, there was also a police officer who was accused in December 2021 of participating in a large ring, which consisted of 25 people, of which the nine police officers (a commander of the Security Department in Western Attica), for issuing at least 200 fake IDs and travel documents that facilitated the movements and escape of dangerous foreign criminals! The police officers in question are unfavorably transferred to regional police stations, but are called upon to deal with – as was the case with the massacre in Agioi Anargyros – critical issues for the safety of citizens without ultimately responding adequately to their duties, precisely because of their official “distancing” .

It is estimated that every year around 120-150 police officers are arrested or prosecuted for serious offenses (bodily harm, rape, drug trafficking, falsification of documents, dereliction of duty, etc.), most of them due to pending cases – and after the initial availability – they serve in their positions normally. Also, each year it is estimated that approximately 1,000-1,500 police officers are punished for various small or large-scale offenses, while an average of approximately 5,000 internal audits are ordered.

The tragic incident with the cold-blooded murder of the 28-year-old by her ex-partner reflects the multitude of problems that exist today in the operation of the police departments of Attica, which are considered weakened by 40%-70%. According to EL.AS executives, “In addition to these shortages, approximately 10-15 police officers are “lost” every day in order measures, in guarding targets and in various other duties.”

And they continue by stressing that the presence of police officers in all forms of events and demonstrations, guarding courts, supervising residences of political figures, assisting in eviction proceedings and bailiffs leads to the complete weakening of police departments. In addition, because lately there has been reinforcement of the “blocks” with forces from the Crime Prevention and Suppression Teams (OPKE) which have more than doubled, the police departments are busy with about 10-15 arrivals daily from these checks.

As is clear from the above, the same sources report, approximately 50% of the 100-200 citizens who come daily to police stations or security departments to proceed with complaints and lawsuits for various issues of their daily life, such as, e.g. , for theft and burglary reports, are not served, but are asked to… spend another day again. These gaps in policing are now being attempted to be covered by secondment of police officers from the province and public expenditure which in 2023 amounted to 45 million euros, “something that will increase in the new year, since each of the crews that have come to Attica in the last period of time costs around 4,000 euros per months» mention features.

And it is indicative that in the period 2020-2021 there were internal documents for “discouragement of citizens in submitting complaints, refusal to receive a lawsuit as well as generally not taking the appropriate actions”.

The situation improved after 2021 and the murder of a 31-year-old woman by her husband in Dafni, while there had been complaints about her abuse, but police patrols had not been arrested. Now, every year EL.AS. deals with approximately 12,000 cases of domestic violence relatively adequately, but sometimes the perpetrators have been given room to proceed with criminal attacks.

The Chrysochoidis plan

A new cycle of contradictions in the case of the altered audios with the internal conversations of the OSE opened last week and with critical questions remaining unanswered.

Following the recent publication of “Sunday’s Step”, the motion of impeachment against the government and the debate in Parliament, the latest development in the investigation of the case raises a number of new issues.

Confiscation a year later

The crucial and possibly decisive development of the last few days was the confiscation by the Police, in the presence of a public prosecutor, of the hard disks with the original audio recordings of the conversations of the detained stationmaster and the train drivers on the night of the tragic accident on February 28, 2023.

The major issue raised is why this development took place, obviously following the relevant publication and, in any case, a whole year after the accident. It is noted that it was reported from the first days after the accident that the electronic files with the dialogues in question had been handed over by the OSE to the police and prosecutors already within the first twenty-four hours after the tragic event.

An explanation that is being attempted is that the files were seized now so that there is certainty that the original audios and not the falsified ones have been included in the case file.

However, it doesn’t explain why these actions weren’t done earlier, while raising the issue of dialogue falsification in a new way. Among other things, the question of what exactly was delivered to EL.AS is raised on a new basis. and at the Prosecutor’s Office on March 3, 2023, as repeated in the previous days by the interim managing director of the OSE Panagiotis Terezakis.

Based on the latest developments, it is not clear whether the audios handed over a year ago contained the altered conversations or the originals, and however, it is put on a different footing as to why the seizures were made a full year after the crash.

The outstanding questions

In the wake of these latest developments, there is also a new uncertainty as to what will be found from the analysis of the seized evidence and what new cycle of revelations and consequences could be opened. In combination with these, however, it is likely that there could be new developments, as long as the pressure is intensified to give convincing answers to the four main outstanding questions:

Who or who took the original audios in the first hours after the crash?
Who or who did the technical editing and stitching of excerpts from different conversations?
Who or who then leaked the redacted files to the public?
And – possibly the most crucial – if all of the above were ordered by whom and when.

The parallel investigations

At the same time and in the wake of the impeachment motion against the government, a new round of investigations is underway, also with a notable time delay.

By order of the appellant investigator Sotiri Bakaimi, who conducts the investigation into the causes of the accident in Tempe, an echelon of the Chemical Service, together with experts and in the presence of a public prosecutor, would on Friday carry out a sample check in the private area where the remains of the earthworks had been moved from the site of the accident.

A similar check had been made at the scene of the tragedy and in Koulouri, while based on the new prosecutor’s order, an additional check has been ordered for the possible detection of genetic material.

In the light of these developments and pending the results of the audits, the questions regarding the timing of the new cycle of investigations and the possible omissions of the entire previous period are posed in a different way.

And in addition, as the investigation of the case by the Justice develops, it remains to be seen if and how any indication of political responsibility will emerge and how this could open a new cycle, possibly ending with the rekindling of the debate on the establishment of a preliminary investigation committee.

An open wound in the polls

All of the above is happening and developing as a new wave of opinion polls reveals that the Tempe case remains an open wound and raises important questions about the government’s handling of it.

Despite the fact that the ND is still leading by a chaotic margin in voting intention, albeit with significant polling losses of around five points, the sense is entrenched that the political management of the disaster has been unfortunate at best.

Indicative of the moods and perceptions of the citizens were the findings of the two investigations of the previous week, especially regarding the case of Tempi.

In the Pulse poll for Sky TV, a total of 61% of respondents appear to view the opposition’s proposal to establish a preliminary inquiry into the crash positively.

At the same time, 54.5% of respondents to MRB’s Open poll believe the recent censure motion against the government was justified.

In this light it is clear that the government is faced with a widespread feeling, more or less well-founded, that the accident investigation has not provided comprehensive and conclusive answers. It is estimated that much will be decided afterwards by the course of the investigation before the Court and whether new evidence will emerge there, both in terms of the facts and in terms of whether political responsibility for the accident is established, as the opposition.

New wave of difficult to manage pressures

The critical pending matter from a political point of view remains one, and on its removal or not much will depend. It is whether and to what extent evidence will emerge along the way that will establish political responsibility for the accident itself or the attempted cover-up, which the opposition insists on, and whether this will lead to a new round of proceedings (pre-investigation committee) and politics conflict.

Should this happen, the government will surely be faced with a new wave of pressures, possibly difficult to manage.

Otherwise, these pressures are likely to weaken.

But it is estimated that the general feeling that has prevailed will still be an open wound for the credibility of the government, which will have a combined and cumulative effect with the rest of the issues that concern the citizens and will shape the balance of political moods, depending on the degree effectiveness in dealing with them.

Tempi: The file that “lost” in the drawers of EL.AS. – 2024-04-10 08:40:20

A “ghost” investigation into the seizure of the audio files of the OSE on the night of the Tempe tragedy had started a year ago, but allegedly… got lost in the drawers of EL.AS.!

As it turns out, the much-discussed removal of conversations from the OSE’s recording system a few hours after the train accident is now not being investigated for the first time, following the revelation of “Sunday’s Step” and the relevant report by the president of the Greek Orthodox Church, Nikos Androulakis, to the Areo Pago. On the contrary, as can be seen from the documents available to “To Vima”, the matter had also become the target of an – unknown until now – investigation by the Athens District Attorney’s Office.

The search for the culprits seems to have started in March 2023, on another occasion, but then (and curiously) the relevant file… disappeared, and its name was changed. “Vima’s” investigation reveals that the relevant file was registered in the court records as “OTE case” (and not OSE case). No significant further actions were ever taken on the matter, while the relevant court order was forgotten in the drawers.

The editing of dialogues

As it has already been revealed, the conversations of the protagonists of the Tempe tragedy had been removed prematurely and illegally in the first hours of the event from the recording system of the official conversations of the OSE. And then a section of them was edited-falsified on March 1, 2023 to the public, which had the effect of highlighting the “human error” of the station master.

It is recalled that the audio documents in question were officially handed over to the competent judicial and police authorities two 24 hours later.

Who removed the chats?

Clear new evidence that there was a removal by OSE officials of the audio material, from the first hours of the tragic event already, can be found in the case file. Specifically:

– Firstly, from document 9011744 of March 1, 2023, drawn up by a senior official of the OSE in Larissa and sent to the relevant government agencies, in which he incorrectly records and incorrectly analyzes the station master-driver dialogues. To then add in his document “unfortunately, serious errors and omissions caused the serious and fatal incident”, putting human error in his conclusions. In fact, subsequently, this incorrect analysis of the prematurely canceled audio file also leads to incorrect conclusions and the conclusion of the experts of the OSE (Gerapetritis committee), who thus considered that the train driver supposedly realized his wrong course and was asking the station master for confirmation, something that had never happened before.

In fact, this specific point had led, in September 2023, to legal intervention in the judicial authorities of Larissa by the lawyer Vassilis Zisimatoswho legally represents the family of the deceased train driver Giorgos Koutsoubas. In his said document he notes that “the specific dialogue as described in said opinion is not contained anywhere, at any point in the existing case file, neither in the transcripts of the conversations nor in the audio files provided by the OSE”.

– also, a senior official of the OSE (later killed in a traffic accident) and one of the people who had been present on the night of the accident at the headquarters of the Organization, on Karolou Street, testified in March 2023 that he had kept two “sticks” (portable memories USB) with copies of the conversations. In addition, according to a subsequent informal internal investigation carried out at the OSE, it was allegedly established that an employee of the Agency accessed – at dawn of the same day – the recording system in question, removed the audio file and then emailed it to its managers. And all this, while parallel entrances of employees and copying of the recordings on digital discs took place, according to other testimonies, in the first 24 hours and in the recording system that exists in Larissa.

Started but not finished

In continuation of the above and until a few days ago, there was the general impression that no legal proceedings had been initiated for this removal of the recordings of the train conversations on the fateful night. However, newer “Step” information overturns the facts. And they raise new questions.

Apparently, a few days after the publication – on March 1, 2023 – of the talks in question in the media, a judicial investigation was ordered by the Athens Prosecutor’s Office. For this reason. Based on the then (March 2023) complaints of the Panhellenic Union of Personnel Attraction of the OSE, which spoke of leakage and “cutting” of the talks in question.

The answer Terezaki

The relevant file seems to have been then assigned to a First Instance prosecutor, who appears to have requested – as senior judicial officers reported – its investigation by the Security Department of the Hellenic Police. in Omonia, in whose jurisdiction belongs the central building of the OSE, on Karolou Street.

According to the same judicial sources, “the file in question moved for months between police agencies without any significant action being taken and the investigation, even though 13 months had passed, seemed not to have been completed.” However, it has not been justified why there was this involvement and inaction. The questions are growing, because competent officers of EL.AS. they pointed out that “there was never an assignment of the investigation in question to the police department of Omonia. There appears to be no relevant record and no police officer is said to be aware of or to have undertaken such a search for OSE leaks.”

Finally, “To Vima tis Kyriaki” submitted a question to the managing director of the OSE, Panagiotis Terezakis, regarding the reported investigation of the judicial authorities at the OSE building on Karolou Street. Mr. Terezakis’ answer was that “by law he cannot answer the relevant question”.

Four hundred to five hundred complaints are made annually to the Personal Data Protection Authority for illegal processing of citizens’ personal data, while to this number are added another 950-1,000 corresponding liability cases of the competent Electronic Crime Prosecution Directorate of the Hellenic Police, which often investigates them in collaboration with other government agencies. A total of 1,500 cases of theft of personal data concern the competent authorities of our country every year. Of these, of course, most concern the promotion of products and services, while private economy, financial and video surveillance issues follow.

Thus, the trading of personal data seems to be taking on increasingly large dimensions, with typical cases currently being investigated by the authorities. Some of them; The theft of data of more than 515,000 patients from an Athens hospital a year ago. The unsolved theft in September 2020 of the details of approximately 3,000,000 mobile phone provider customers (without the perpetrators being found to date). The interception by hackers of the data of those dealing with ELTA in March 2022, even asking for a “ransom”. The provision of data by the Taxis system – with the involvement of tax officials – on the places of residence of Greek citizens in order to be targeted by organized crime or “guerrilla city” organizations. And the above are just some of the cases of sale and harmful or even dangerous use of the… wanted personal data of citizens.

Embodied in 18 different ways

According to relevant analyzes of the European Data Protection Board, today there are 18 ways of stealing personal data and this through a cyber attack on computer systems, where malicious software intercepts personal data, by extracting professional data from a former employee, by stealing hardware with stored relevant data, theft identity etc. Indicative of the above are the cases abroad with the recording by strangers of all the data of tens of millions of citizens from the computer systems of Mastercard, My FitnessPal (Under Armor), E-bay, Adobe, LinkedIn, from real estate companies, etc.

Billions of files were released into the… air

In January 2024, the leak of 26 billion files of popular online platforms such as X (formerly Twitter), Dropbox, Linkedin, MySpace, etc., as well as Chinese cyber giants Weibo and Tencent, was revealed. In fact, more than two billion files were leaked from the two Chinese companies alone.

Characteristic are the actions of the Personal Data Protection Authority in recent months, which imposed a fine of 50,000 euros – after an emergency on-site inspection – on the Athens Urban Transport Organization (OASA) regarding the protection of personal data processed in the context of the Automatic System Komistrou Collection (ASSSK), i.e. our well-known “electronic ticket”. Also, in a case that seems to have similarities with that of ND MEP Anna-Michel Asimakopoulou, the Authority requested on June 12, 2023 immediate compliance of a private company that had sent “promotional” e-mails without prior special consent of the recipients of the messages. For its part, the company involved in the matter responded in general that it had collected business cards from which it obtained contact information for sending the messages in question.

According to documents from the Personal Data Protection Authority, more than 170 complaints were submitted in 2022 alone, which concern the making of unsolicited electronic communications via messages (e-mail or SMS) for the purpose of promoting products or services. In addition, a few weeks ago the said Authority investigated a complaint by a former employee according to which data from the geolocation system operating in a vehicle provided by the employer was used to locate the employee during his leave!

And complaints about the district office!

However, in the same Authority’s latest comprehensive report on the safeguarding of personal data, certain typical cases from the growing trade in personal data are mentioned.

Indicatively, it is mentioned, among others, the imposition of a fine on… a council office following 36 complaints from citizens regarding “unsolicited promotional communication by sending short text messages (SMS)”. Two service providers were also fined 150,000 euros after numerous SIM-swaps of subscribers by malicious third parties were found.
