Philippines โขHouse โขDefersโค DPWH‘s $15.7 billion Budget Amid โคCorruption Concerns
MANILA, Philippines โค- The House of Representatives has postponed deliberations on the โproposed โฑ881 โขbillion (approximately $15.7 billion USD) budget for the Department ofโฃ Publicโข works and โขHighways (DPWH) for โ2026. The deferral comes pending aโ complete reviewโข of the budget proposal by both the DPWH and the โคDepartment of โขBudget and Management (DBM).
the motion โขto delay consideration of the budget was introduced by โคMamamayang Liberal Partylist Rep. Leilaโข de Lima during a session of the Houseโค Committee on Appropriations.โค Deโฃ Lima โargued the committee has a right to demand clarityโข and amendments to the National Expenditure โProgram โ(NEP)โ regarding theโข DPWH’s proposed spending.
“I firmly submit that โคthis Committee has every right toโ compel [the DBM and DPWH] to submit โany errata, any amendment, any newโ proposals, any new provisions, respecting the โฃDPWH budget,” de Lima stated.
the move follows mounting public scrutiny and protests โover alleged corruption and the failure of numerous flood control projects contracted to private companies, with theโ DPWH at the center of theโ allegations. Demonstratorsโฃ gathered outside the House โฃof Representatives onโค September 5th, clashing with anti-riot police as lawmakers began budget deliberations (pictured). โค
The deferral signals a heightened level โคof scrutiny over the DPWH’s spending plansโ and a commitment from someโ lawmakersโ to address concerns regarding clarity โand accountability โฃwithinโ the department. Further updates will be provided as โthe review process unfolds.
