Portugal’s rail network is facing a deepening crisis, with extensive disruptions caused by recent severe weather exposing fundamental flaws in the country’s infrastructure and operational capacity. The closure of the Linha do Oeste for an anticipated nine months, following storm damage, has sparked criticism over the government’s response and a perceived disparity in prioritization compared to road infrastructure repairs, such as those swiftly undertaken on the A1 highway.
The disruptions extend beyond the Linha do Oeste. Service on the Linha de Cascais has been reduced to a third of its normal capacity, despite the availability of technical solutions dating back to the 1960s, according to reports from the podcast Sobre Carris. These cuts come as the national rail operator, Comboios de Portugal (CP), is projected to return to losses in 2025 – a concerning development as the company seeks to secure financing for planned high-speed rail projects.
The anticipated return to financial deficit, despite record passenger numbers, is attributed in part to the financial impact of the Passe Ferroviário Verde (Green Railway Pass) and potential penalties related to service quality. Meanwhile, Fertagus, a separate rail operator serving the Lisbon metropolitan area, is attempting to address a 50% increase in demand by purchasing used carriages from Spain. This move, although limited in scope, demonstrates a level of agility absent from the state-run CP, which reportedly has newly purchased Arco carriages remaining unused.
The current crisis also casts a harsh light on the Ferrovia 2020 program, a decade-long modernization initiative. An assessment reveals that only six of the original 20 projects have been completed, leading to the program being labeled a “lost decade” for Portuguese railways. The failure to meet deadlines and objectives has left the network vulnerable to the kind of widespread disruption seen in recent weeks.
The situation is prompting questions about the long-term viability of CP’s financial strategy and the effectiveness of infrastructure investment. As of today, CP has not issued a detailed response to the criticisms regarding the pace of repairs or the utilization of its rolling stock. A meeting of the parliamentary committee on transport is scheduled for next month to discuss the current state of the rail network and the future of the Ferrovia 2020 program.
