Russia-Ukraine War: Kharkiv Region Hit as Zelenskyy Arrives in ‍Paris for Talks

Kharkiv,Ukraine – ‌Three civilians were killed Friday in Russian attacks on Ukraine’s eastern Kharkiv region, officials ⁤reported,as Ukrainian ⁢President Volodymyr Zelenskyy arrived in Paris for a meeting ‍with French President Emmanuel ⁢Macron. The strikes underscore the ⁢continued intensity of ‍fighting in eastern Ukraine, despite a ⁢shifting battlefield‌ focus, and come as Zelenskyy⁤ seeks to bolster international support for his country’s‍ defense.

The meeting between Zelenskyy and Macron‍ is a critical moment⁢ for Ukraine⁣ as⁤ it navigates ongoing military needs and prepares for potential winter offensives. Discussions are expected to center⁢ on ‍sustained military aid,‌ financial assistance, and strengthening Ukraine’s air defenses. The ‌visit also highlights the importance of ⁢the Franco-Ukrainian relationship, with Macron reaffirming France’s commitment⁢ to Ukraine’s sovereignty and territorial integrity.‌

According to ⁢Kharkiv regional ‌governor⁤ Oleh Syniehubov, ⁤the latest Russian shelling targeted residential areas, resulting in the ⁣deaths of ‍three people and injuries to others. Emergency ⁤services are currently working⁣ to clear debris and provide assistance to those affected. The attacks represent a continuation of Russia’s pattern of indiscriminate shelling of‍ civilian‍ infrastructure.

Zelenskyy’s trip to Paris follows‌ recent ‌visits to othre European capitals, aimed at securing continued ⁢support and maintaining international pressure on‌ Russia. He ⁤is expected to appeal for ‍increased⁤ supplies of ammunition, artillery systems, and air defense capabilities, crucial for countering russian advances ⁢and ⁣protecting⁢ Ukrainian cities.‌

The ⁢situation in eastern Ukraine remains⁤ volatile, with ⁢both sides⁢ engaged in intense fighting. ⁣While the focus of recent weeks has been on the southern front, Russia continues to launch attacks in the Kharkiv region, attempting to stretch⁣ Ukrainian defenses and ‍disrupt ⁢supply lines. Russia Raises Taxes as Economy Slows Amid Ukraine War Spending

by Lucas Fernandez – World Editor November 16, 2025
written by Lucas Fernandez – World Editor

Russia Raises ⁢VAT, ‌Signals Economic Strain From War in Ukraine

MOSCOW – The Kremlin is increasing the Value Added Tax (VAT) from 20% to 22% as⁣ a slowing economy, ‍fueled by military spending⁣ and Western sanctions, forces the⁣ government to seek additional revenue sources. The move, announced this week, marks a shift from the ⁤economic conditions of the ⁢past two years which saw ‍increased state revenue from high oil prices and wartime spending.

Russia’s economic‌ growth has decelerated sharply, with government estimates projecting around 1% growth for the current year,⁤ a‍ important drop from the 4% growth ‍experienced in both ‍2023 and 2024.This slowdown is⁣ attributed to a‌ combination of ‍factors including‌ high central bank interest rates – currently 16.5% – implemented to combat inflation of 8%, declining oil ‍revenues (down approximately 20% this year due to lower global prices, according to the Kyiv School of Economics Institute), and the ongoing impact of Western ⁢sanctions related to the war in Ukraine.

The increased⁤ economic pressure is⁤ reflected in a widening budget⁢ deficit, revised upwards from 0.5% to 2.6%⁣ for the current year, compared to 1.7% in 2023. Russia’s limited access to international borrowing‍ markets means ⁤it must rely on domestic banks for credit, ⁣making increased revenue generation‌ a priority.

Finance minister Anton siluanov ⁢emphasized ‌the preference⁤ for raising revenue over increasing borrowing,‌ stating that excessive borrowing “would lead to a speeding up of inflation, and as a result, to an increase in the key rate” from the central bank, which⁣ would negatively impact investment and growth. While the VAT increase may initially contribute to⁢ inflation as merchants adjust prices, officials hope it will ultimately⁤ dampen‌ demand and aid ⁣the central bank’s efforts to control inflation.

analysts⁢ suggest the ‌Kremlin has sufficient funds to maintain current military expenditures and social programs for the next 12-14 months. However, Alexandra Prokopenko, a fellow ⁤at the ⁤Carnegie Russia Eurasia Center⁤ in Berlin, predicts‌ that ‍President Putin will ‌soon face difficult choices. “He will need to make tough ⁣choices, trade-offs between maintaining military effort ‍or, such as, maintaining consumer abundance so people won’t feel 100% that‌ the war is‍ going on,” she said.

the‍ VAT increase represents a ‌departure from the previous wartime economic strategy of boosting disposable income through higher oil revenues, increased military spending, and recruitment bonuses. It signals ‌a growing need for⁢ the Kremlin to directly tap consumers to ⁢finance the ongoing conflict and maintain ‍economic ‌stability.

Russian Strike ‍Kills six in ⁤Kyiv,⁤ Ukraine Retaliates with Drone and Missile attacks

KYIV, Ukraine – A Russian attack on Kyiv Friday ⁤resulted in the deaths of six civilians and injuries to dozens more, Ukrainian officials reported.‌ The strike, ‌which utilized drones, came as Ukraine launched a ‍wave of retaliatory attacks‍ targeting russian soil, including‌ oil refineries and⁤ military infrastructure.

The Ukrainian‍ response involved both domestically produced drones and modified neptune missiles, targeting‌ locations deep within Russia, especially facilities supporting the war effort.According to the Russian defense Ministry, it’s ⁤air ⁣defense systems intercepted 216 ukrainian drones overnight across⁣ multiple regions, including annexed Crimea.

Ukraine confirmed striking targets in Novorossiysk, a key Russian ⁣oil export ‍port, damaging an oil depot, pipeline infrastructure, and coastal structures. A source within⁤ Ukraine’s ‍security Service, speaking anonymously, stated the attack damaged oil-loading stands and sparked⁤ a large fire. Falling debris also damaged‍ a civilian vessel in the port, injuring three ⁤crew⁣ members, ⁣and damaged residential buildings, hospitalizing one resident. ⁤

Attacks were also reported in the‍ Saratov region,⁢ where⁢ Governor Roman Busargin reported damage to unspecified “civilian infrastructure,” and unconfirmed reports indicated an oil refinery ‌was hit.

The Russian defense Ministry accused Ukraine ⁢of deliberately⁢ targeting civilian facilities in ⁣response to the ⁣strikes within Russia. the escalating ⁣exchange underscores a shift in Ukraine’s strategy, ‌directly targeting ‍Russian territory in an ⁢effort to disrupt ⁢Moscow’s war capabilities and⁢ financial resources.

Top G7 Diplomats Gather in Canada as Trump Trade Threats Loom

CAP-AUX-MEULES, Quebec – Foreign ‍ministers from the ⁣Group of Seven ‌(G7) nations convened in‍ Quebec today amid renewed trade tensions sparked by former U.S. President Donald Trump’s recent proposals for tariffs. The meeting comes as Canada seeks to navigate a complex relationship with the United States, balancing economic concerns‍ with shared security interests.

The gathering takes place as Trump has publicly floated ‍the idea of imposing 10% tariffs on all goods from countries that don’t⁢ meet his standards for military spending ‍and fair trade practices, directly targeting key G7 allies. Canadian Prime Minister Mark Carney recently apologized for a canadian advertisement critical of Trump’s ⁢trade policies and indicated a willingness to restart ⁢trade negotiations when the U.S. is prepared.

Canadian Foreign Minister Anita Anand⁢ is leveraging the‌ G7 meeting to ⁤address a broad range of issues beyond trade,⁤ emphasizing the importance of maintaining a multifaceted relationship with the U.S. During a ⁤recent breakfast meeting in Washington, Senator Marco Rubio (R-FL)⁢ requested Anand’s ‍assistance in securing⁤ international support for Trump’s Gaza ceasefire plan and ⁣ensuring the success of a future gaza reconstruction conference.

U.S. officials have stated rubio’s⁢ agenda at the G7 meeting will also focus on initiatives to‍ end conflicts in Ukraine and Gaza, bolster maritime‌ security, address crises in⁤ Haiti and Sudan, and ‍strengthen supply chain resilience, particularly regarding critical minerals. Canada’s priorities align with several of these, including ending the war in Ukraine, enhancing⁢ Arctic security, and stabilizing Haiti.

A working lunch is scheduled to ⁣discuss energy and critical ‍minerals – resources vital for industries ranging from smartphones to defense – with Canada possessing 34 minerals and metals of particular interest to the Pentagon for national security purposes. Anand underscored the need for continued dialog, stating, “Every complex ⁤relationship has numerous touch points…ther is continued work to be done – ⁢just as there is work to be done on the numerous touch points outside the trade file.”
