Sydney Police Chase Deaths: Scrutiny of Pursuit Policies Rises

Two women died Saturday in Camden, southwest of Sydney, after a car fleeing police crashed into their vehicle, sparking renewed scrutiny of New South Wales Police pursuit policies. Lee Casuscelli, 60, and Maureen Crosland, 84, were killed when their car was struck by an allegedly stolen vehicle during a police chase, authorities confirmed.

NSW Police have declared a critical incident and stated that officers had terminated the active pursuit 40 minutes prior to the collision, switching to monitoring the vehicle via police helicopter. Despite this, the allegedly stolen car continued to travel at speed, ultimately resulting in the fatal crash.

Lee Casuscelli, a highly-respected education leader and director at the charity Schools Plus, was described by her son, Adrian Casuscelli, on social media as “the most beautiful and selfless woman you will ever meet.” He revealed his mother had survived cancer six years prior and “was a true inspiration.” Schools Plus released a statement expressing devastation at the loss of their colleague. Campbelltown City Council councillor Josh Cotter, who had known Ms. Casuscelli since childhood, mourned the loss of a generous volunteer and educator, noting her consistent dedication to community involvement.

Maureen Crosland, 84, was remembered as a dedicated member of the St John the Evangelist Catholic Church in Campbelltown. Assistant Priest Richard Healy described the community as “visibly moved and shaken” by her death, adding that both women were on their way to pick up a wedding dress for Ms. Crosland’s granddaughter and Ms. Casuscelli’s son.

The incident comes as data reveals a steady increase in NSW Police pursuits. The most recent NSW Police annual report shows 5,029 pursuits were undertaken in the 2024-25 period, up from 3,064 in 2020-21. Of those pursuits, 468 resulted in collisions, leading to three fatalities and 36 injuries. The majority of pursuits were initiated for traffic violations or failure to stop for random breath tests.

The crash has prompted renewed debate over the balance between apprehending offenders and ensuring public safety during police chases. A 2021 coronial finding into the death of a man in Canberra following a NSW Police pursuit recommended that police should only initiate a chase if there is a “serious risk to health and safety of a person.” NSW Police Commissioner Mal Lanyon “noted” the recommendations in November, but did not formally accept them.

Macquarie University policing expert Vincent Hurley, who is currently studying NSW PolAir vision of police chases, noted that officers are increasingly terminating pursuits due to safety concerns. He emphasized the ethical dilemma faced by police, questioning whether failing to pursue dangerous offenders sends the wrong message to criminal organizations. However, he acknowledged that even with changes in policy, tragic accidents are not entirely preventable.

NSW Greens MLC Sue Higginson questioned why the police commissioner had not adopted the coronial findings, stating that prioritizing public safety should outweigh “operational difficulties.” She criticized the commissioner’s refusal to support the recommendations, arguing that preventing unnecessary deaths is paramount.

Following Saturday’s crash, NSW Police engaged in six additional car chases, four of which resulted in collisions. In one incident Sunday night, a 45-year-old woman was injured when a stolen car, being pursued for allegedly speeding, struck her vehicle in Sefton. The 22-year-old driver of the stolen car has been charged with reckless driving. Luke Francis, 31, has been charged with multiple offences, including dangerous driving occasioning death, in connection with the Camden crash.
