Berlin – Federal Labor Minister Bärbel Bas (SPD) has announced plans to tackle widespread social fraud linked to substandard housing, often referred to as “junk properties,” by introducing a “municipal square meter cap” on accommodation costs for citizens receiving financial assistance. The initiative,revealed in a preliminary report to “Bild am Sonntag,” aims to protect vulnerable individuals from exploitation and control escalating expenses.
Minister Bas stated the goal is to ”effectively limit the costs of accommodation and take action against exploitation at the expense of the poorest with so-called junk properties.” The proposed square meter cap will be integrated into the upcoming bill for citizens’ money reform, slated for presentation in the coming weeks. this measure will empower municipalities to prevent unscrupulous landlords from charging exorbitant rents for overcrowded and frequently enough uninhabitable apartments.
The current system has seen instances of landlords receiving payments equivalent to single-person rental rates for tiny living spaces, with some properties commanding prices per square meter reaching into the three-figure range. This practice effectively drains public funds and leaves benefit recipients in precarious living conditions.
Coalition Divided on Potential Savings
While the citizens’ money reform is intended to streamline the social safety net, disagreement exists within the governing coalition regarding the extent of potential savings.Carsten linnemann,General Secretary of the CDU,estimates savings could reach several billion euros. ”Nobody can predict the number with any serious accuracy,” Linnemann told “Bild am Sonntag,” “But the aim must be that a reform also saves money. I am sure that several billion euros can be saved. What is significant is that we create a new level of justice and get people back into work quickly.”
Minister Bas, however, emphasized a different viewpoint. ”We agree that we can achieve savings in basic security primarily if we use the reform to get more people into work. Above all, we need economic growth for this,” she stated, highlighting the importance of employment as a key driver of long-term financial stability and reduced reliance on social benefits.
