Industry-academia-relationships united to spread hydrogen city

[월간수소경제 박상우 기자] The Ministry of Land, Infrastructure and Transport and the Korea Land, Infrastructure, and Transport Science and Technology Promotion Agency announced that they would hold the ‘Hydrogen City Convergence Forum Founding General Meeting’ on February 3rd, in which industry, academia, research institutes, and governments participate together to spread hydrogen cities.

The launch of the Hydrogen City Convergence Forum has been discussed to induce participation in the hydrogen city by the private sector equipped with technology and capital in preparation for the full-scale expansion of the hydrogen city, to share knowledge and information related to the hydrogen city, and to build a network.

On October 13 last year, a briefing session was held to establish a hydrogen city convergence forum through the ‘Hydrogen City Conference’, and 113 institutions and companies, including local governments, companies, research institutes, and academia, decided to participate by recruiting participating organizations.

In particular, it is noteworthy that leading private companies in Korea such as Hyundai Heavy Industries, Hyundai Mobis, Hyundai Rotem, POSCO E&C, Doosan Fuel Cell, KEPCO KPS, KEPCO KDN, Kolon Global, Daewoo E&C, STX Energy Solutions, and Hankook Tire are highly involved.

In addition, local governments in progress or newly promoting hydrogen city projects such as Ulsan, Ansan, Jeonju, Wanju, Samcheok, Pyeongtaek, Namyangju, Dangjin, Boryeong, Gwangyang, and Pohang participate in hydrogen demonstration cities (Ulsan, Jeonju/Wanju, Ansan). We plan to share our know-how with other local governments, and research institutes and public corporations will also participate to collect ideas.

According to the data submitted in advance, at the inaugural meeting, Professor Yoon Chang-won of Pohang University of Science and Technology, who is in charge of the keynote speech, will make a presentation on the theme of ‘Development Direction of Hydrogen City Leading Carbon Neutrality’ and share the operation plan of the Hydrogen City Convergence Forum.

The Hydrogen City Convergence Forum is composed of the Steering Committee, the Hydrogen City Council, and the Subcommittee, and the Subcommittee operates in four areas: ‘Technology Development’, ‘Industry-University Cooperation’, ‘Reorganization of the Legal System’, and ‘Dissemination of Domestic and Foreign Dissemination’ do.

The Hydrogen City Convergence Forum plans to build a hydrogen city governance in various forms without being bound by the existing framework by forming a network to spread hydrogen cities, such as sharing hydrogen city know-how, proposing ideas related to hydrogen city policies, and sharing overseas trends.

Gil Byeong-woo, director of urban policy at the Ministry of Land, Infrastructure and Transport, who attended the inaugural general meeting, said, “We hope that many new ideas from the private sector will be proposed through the Hydrogen City Convergence Forum. It is an important time to make efforts to face each other,” he said, emphasizing the network and harmony among the promoting entities.

Genevos launches 80kW fuel cell module for ships

The HPM-80 says that fuel cell modules can be connected in parallel to achieve ME (megawatt) scale, which will reduce emissions to zero in energy-intensive applications such as passenger ships and offshore service vessels.

Genevos, which already has the 15 kW HPM-15 and 40 kW HPM-40 marine fuel cell families, will be able to provide a decarbonization solution for boats and ships with fuel cell propulsion systems up to 5 MW. .

Genevos is in the process of type approval with the first HPM-80 multi-stack system to be delivered this summer.

The HPM-80 weighs 330kg, which is only one-third the weight of an equivalent diesel generator, and is designed to minimize the overall weight and energy consumption of the vessel.

HPMs are connected in parallel to reach optimum ship power requirements, and each module is protected and controlled to provide independent power.

The HPM family integrates the high-durability ‘HD Series’ stack developed and tested for heavy-duty operation over the past 20 years by Cummins-Hydrogenic, and a corrosion-resistant carbon separator is applied inside.

National Assembly H, Sangam, Yangjae, Seosomun, Environment Industrial Complex, Suwon Yeongtong, Hwaseong City Hall, Hwaseong Hyangnam, Everland, Gwangmyeong Soha, Dongansan Temple, Gangwon Wonju, Daejeon Jaundae, Sejong Government Complex, Sejong Daepyeong, Dangjinjeongmi, Cheongju Gate, Chungju A total of 26 locations, including Bio, Tongyeong Yongnam, Changwon Daewon, Changwon Jungang, Daegu Seongseo, Sangju Oedap, Gwangju Donggok, Gwangju Wolchul, and Gunsanjigok, will be closed only on the 22nd.

Meanwhile, the Ministry of Trade, Industry and Energy has formed a “Hydrogen Supply and Demand Countermeasure Team” at Korea Gas Corporation, a hydrogen distribution agency, to intensively manage charging stations with high demand for hydrogen, such as highway rest areas and charging stations near ICs, to prevent disruptions on the way home and back during the Lunar New Year holidays. Promote monitoring of each shipment status, etc.

In particular, through the Hying application, a hydrogen charging station information app, it will provide real-time information on the operation of charging stations, such as closures and inventory status.

Construction of a 20MW fuel cell power plant in Jecheon, Chungcheongbuk-do

Jecheon City announced on the 18th that it had signed an investment agreement with Jecheon Cheongpung Fuel Cell for a hydrogen fuel development project worth KRW 130 billion.

Jecheon Cheongpung Fuel Cell is a special purpose corporation (SPC) established for this project, 100% invested by SD Electricity, an eco-friendly energy company.

According to the agreement, Jecheon Cheongpung Fuel Cell will build a hydrogen fuel cell power plant with a power generation capacity of 20MW on a 6,310㎡ site in the 3rd industrial complex by March 2025.

The power plant will produce 160,000 MW of electricity annually and supply it to companies in the Jecheon Industrial Complexes 1-3.

Hong Jin-hyeon, CEO of Jecheon Cheongpung Fuel Cell, said, “Thanks to the active administrative support of Chungbuk-do and Jecheon City, we decided to invest in the future of the company in the Jecheon 3rd Industrial Complex, which has good traffic conditions in all directions.” We will strive to become a company that gives back.”

Determining the grounds for subsidy support for the production/import of green hydrogen

On the 11th, Democratic Party MP Kim Seong-hwan proposed a partial amendment to the Hydrogen Economy Nurturing and Hydrogen Safety Management Act, which prepares the basis for supporting subsidies during the production and import of green hydrogen.

The current law, which was revised in June last year, includes the concept of clean hydrogen, which is divided into carbon-free, low-carbon and low-carbon hydrogen compounds, a certification system of clean hydrogen for all grades and administrative procedures and financial support for those who produce and use clean hydrogen.

However, green hydrogen does not receive adequate support compared to gray hydrogen. It is necessary to actively expand the supply of carbon-free hydrogen for carbon neutrality, but the production cost is significantly lower than gray hydrogen using oil, coal and natural gas.

While gray hydrogen is priced from $1 to 2.2 per kg, green hydrogen is priced from $3 to 7.2 per kg, a 3 to 4 times difference, making green hydrogen less competitive in the price. According to the Korea Management Research Institute, the price of green hydrogen is expected to fall between US$1.4 and US$2.3 per kilogram around 2030.

However, gray hydrogen is an unsuitable energy source in the carbon-neutral era because it emits carbon during the production process. On the other hand, green hydrogen is valued as a key technology for carbon neutrality because it does not emit carbon because it is produced by the electrolysis of water with renewable energy. The green hydrogen market is expected to reach $300 billion (about 375 trillion won) in 2050, so it’s very important to care about the technology.

For this reason, rumors are growing that government-level competitiveness assistance is needed until the economic feasibility of green hydrogen is achieved. However, in Korea, there is no basis for support to ensure the competitiveness of green hydrogen under the current law, and the government’s plan for this year is also focused on promoting gray hydrogen.

This amendment includes the content that the government subsidizes the production difference between gray hydrogen and producers or importers of carbon-free hydrogen produced using renewable energy. It aims to activate the supply of carbon-free hydrogen and actively achieve carbon neutrality.

Countries around the world are already preparing policies to support green hydrogen produced from renewable energies. The European Union has included a plan to introduce a carbon difference support contract (CCFD) system in REpowerEU, an energy conversion policy, to pay the difference in the cost of producing green hydrogen and gray hydrogen under form of subsidy.

The United States has added the world’s first green hydrogen tax credit system to the Inflation Reduction Act (IRA). Germany also plans to provide subsidies when green hydrogen produced outside the country is imported and supplied to Korea. Samil Accounting Firm expects the global green hydrogen market to reach US$300 billion (about 375 trillion won) by 2050.

Representative Kim Seong-hwan said, “For the energy transition focusing on renewable energy and the decarbonization of the industrial structure, the supply of green hydrogen needs to be further accelerated. It is a regrettable reality that the safety of green hydrogen is delayed due to lack of economic viability, and industrial competitiveness is also lagging behind.”
