Four Guam-based companies – Landscape Management Systems, Pacific Federal Management, Proferre, and Vertex – collectively donated $3,000 worth of non-perishable food items to WestCare Pacific Islands’ Sanctuary Inc. On February 19, 2026, according to a report by the Pacific Daily News.

The donation was intended to support the clients of Sanctuary, a Mangilao-based shelter that provides in-patient substance use treatment for teenagers, as well as housing and support for runaway youth and those impacted by trauma and abuse.

Pacific Federal Management (PFM), established in 2017, is an 8(a) and HUBZone certified company specializing in federal and civil construction, landscape services, and environmental solutions, according to information available on governmentbidhub.com and the company’s LinkedIn profile. PFM’s services include construction, grounds maintenance, and environmental assessments. The company is headquartered in Tamuning, Guam, and led by President Robert P. Salas II.

Landscape Management Systems and Proferre also participated in the donation, alongside Vertex, though details regarding their specific areas of operation were not immediately available.

PFM’s website states the company manages large commercial, federal, and military projects, combining experience with multinational companies and local resources. The company invests in equipment for construction and infrastructure projects, including heavy equipment and a centralized rebar facility.

As of February 23, 2026, WestCare Pacific Islands had not issued a public statement acknowledging the donation.
