“Not promising,” Qatar’s prime minister said yesterday about talks between Israel and Hamas on a ceasefire in the Gaza Strip. The renewed negotiations took place last week in Cairo, with Egypt, the United States and Qatar as mediators. It appears that the sides cannot agree on humanitarian access to the Gaza Strip and the exchange of Israeli hostages and Palestinians in Israeli prisons.

And while US President Joe Biden calls for a pause in fighting, the US is likely to veto a UN Security Council vote on an Algerian ceasefire proposal next week. According to US UN Ambassador Linda Thomas-Greenfield, the resolution would jeopardize the sensitive negotiations between Israel and Hamas.

Meanwhile, Netanyahu continues to emphasize that an Israeli ground offensive in the southern city of Rafah near the Egyptian border is imminent. Not entering Rafah, he said, would be tantamount to “losing the war against Hamas.” More than a million displaced people have sought refuge in Rafah. And Egypt sees a ground offensive in the border city as a red line.

Israeli government agrees with official position against Palestinian state

Israeli Prime Minister Benjamin Netanyahu has often said that he is against a Palestinian state. But several Middle Eastern countries and the United States have recently floated ideas to transform the West Bank and Gaza Strip into a Palestinian state after the war.

In response, Netanyahu submitted a statement to the Israeli government opposing unilateral recognition of a Palestinian state. The government unanimously agreed to this on Sunday.

The statement calls a Palestinian state a “huge reward of terror.” A Palestinian state can only be established in direct consultation with the parties involved, Israel says. If this does not happen, then it is only an obstacle to peace.

The Gaza Strip is now governed by Hamas, the West Bank by the Palestinian Authority (PA). According to the ideas, a reformed Palestinian Authority could govern both areas after the war, as an independent Palestinian state.

Palestinian Authority and Hamas to Moscow

Russia has invited Palestinian parties to a summit in Moscow on February 26, the (PA) Prime Minister said at the Munich Security Conference. Mohammad Shtayyeh said it is time for “unity of the Palestinians”.

Shtayyeh said the PA is ready to engage in talks with Hamas about the future of the Palestinian Territories. “We’ll see if Hamas shows up.” Shtayyeh did say that Hamas must meet certain conditions if it wants to be part of the Palestinian unity that should be the subject of the talks in Moscow.

Nasser Hospital Khan Younis is no longer functioning

In another southern city in the Gaza Strip, Khan Younis, the second largest hospital was occupied by Israeli soldiers for days. After an Israeli raid, the Nasser hospital has been “completely out of action”, the health ministry in the Gaza Strip says.

“There are only four teams of medical workers caring for the patients,” a spokesperson said. “The Nasser Hospital is the base of health care in the south of the Gaza Strip. Its deactivation is a death sentence for hundreds of thousands of Palestinians.”

According to the health ministry, the hospital can no longer function due to a lack of fuel and the ongoing fighting around the hospital. The head of the World Health Organization (WHO) calls on Israel to allow WHO workers into the hospital to ensure the “critical medical” care of patients at Nasser Hospital.

Brazilian president calls Israel violence genocide, ambassador summoned

Brazilian President Luiz Inácio Lula da Silva said on Sunday that Israel is guilty of genocide against the Palestinians. At an African Union summit in the Ethiopian capital Addis Ababa, Lula compared the Israeli attack on Gaza to the Holocaust.

According to Lula, soldiers are not fighting soldiers in Gaza, but the well-equipped Israeli army is taking on women and children.

Israeli Foreign Minister Israel Katz writes on X that he has summoned the Brazilian ambassador for Monday. He calls Lula’s words “embarrassing and serious”.

Lula has condemned Hamas’ October 7 attack on Israel as a terrorist attack, but has regularly been critical of Israel’s actions in the Gaza Strip since then.

As fighting and bombings continue in the Gaza Strip’s two largest cities, more and more Palestinian civilians are fleeing to Rafah, near the border with Egypt. But Israel is also increasing the pressure there.

During the weekly Israeli cabinet meeting, Prime Minister Benjamin Netanyahu said that most Hamas fighters are currently in the south of the Gaza Strip, including in the border town of Rafah. “We will tackle that too,” Netanyahu said.

It is unclear whether this is indeed the case, but Netanyahu’s statement does indicate that Israel is increasing the pressure on Rafah. Rafah is located in the south of the Gaza Strip and borders Egypt. More than half of the 2.3 million Gazans have fled to the south, whether or not on behalf of Israel.

That number is likely to increase. Because in the two largest cities in the Gaza Strip, Gaza City in the north and Khan Younis in the south, heavy fighting and bombings are still taking place.

Dire situation for hundreds of thousands of refugees worsens

Egypt is also concerned about the situation in Rafah

Atlanta, USA (CNN)– US State Department spokesman Matt Miller said on Wednesday that the United States continues to support the establishment of an independent Palestinian state and “there has been no change in policy” by the administration of President Joe Biden regarding this goal.

Miller’s comments came in response to a report by Axios that spoke of a “shift.”

Miller added at a State Department press conference: “We have made clear publicly that we support the establishment of an independent Palestinian state. That has been the policy of the United States for some time. It has been the policy of this administration. You have seen the secretary speak about that publicly.”

Miller noted that the United States seeks to develop an independent Palestinian state “with real security guarantees for Israel,” saying that the Biden administration believes that is the best way to ensure peace and security for Israel, the Palestinians, and the region as a whole.

Miller said the State Department was examining how to establish an independent Palestinian state, and was evaluating “any number of options” as part of its planning to determine which would be effective and work best.

Although he declined to provide details about the internal work, he said that the United States is evaluating a variety of options that it will discuss with partners in the Middle East and within the US government, “but there has been no change in policy.”

Axios reported – citing two American officials – on Wednesday that Blinken asked the State Department to review and evaluate options for American and international recognition of the “State of Palestine” after the end of the war in the Gaza Strip.

According to the Axios report, the two officials described this as a “shift” within the US administration, and considered it “a very sensitive thing,” both at the international and local levels.

Since the start of the Israeli ground offensive in Gaza, at least 29 Israeli soldiers have been killed by friendly fire or accidents. That is one sixth of the more than 170 soldiers who have been killed there since October 27, the Israeli army reports.

The 29 soldiers were killed by own air raids and tank bombardments, accidents with army vehicles and weapons that accidentally went off.

According to Israeli media, 937 soldiers were also injured during the ground operation. It is not known how many of them were injured by friendly fire.

In response to Hamas’ surprise attack on October 7, Israel is waging a bloody war in the Gaza Strip. Israeli officials regularly talk about three phases in which the war will be waged. The first consisted of heavy airstrikes and the second phase began when Israeli forces invaded the Gaza Strip on October 27.

At least three hundred Palestinians have been killed in the West Bank since the war between Israel and Hamas began. The United Nations is therefore once again sounding the alarm about the “rapid deterioration” of the human rights situation in that area.
