Oregon โคBOLI Highlights Progress, Persistent Challengesโ in 2025 ‘State of the Worker’ Report
SALEM, Ore.โฃ – Oregon’s Bureau of Laborโค and Industries (BOLI) released its 2025 report detailing a “notable first step forward”โ despite ongoing challenges stemming from a gap between new โขworker protections enacted by the legislature and the resources allocated to enforce โฃthem.โ The report, released September โ17, 2025,โค outlines recent investments and future plans to address a growingโฃ backlog โฃof cases and reduce โwait timesโ for Oregoniansโข seeking assistance.
The agency’s budget bill, House โBill 5015, provided funding for 34 new โpositions, prompting BOLI to anticipate “real, sustained progress” as staff are onboarded. These positions willโฃ beโฃ reclassified across the agency,โข with 15โ additions to the civil rights division, 21 in wage and hour, and 14 โin business operations. BOLI is directed โto report to the โฃJoint Committee on โขWays and Means during the 2026 legislativeโ session on the โฃimpact of these investments, including updates on staffing, โworkload, and backlogs.
Lawmakers passed 22โค bills โคwith a fiscal impact โon BOLI in the โขlast session. While โthe agency has launchedโค a website to track these new laws โคand their โeffective dates (https://www.oregon.gov/boli/employers/Pages/Legislative-Updates.aspx),BOLI estimates that 10 will have a “significant impact,” โbut โฃonly three were fully funded.
“this mismatch between new โคprotections on paper and resources allocated to the Bureau creates a dangerous gap: Oregoniansโข believe their rights are protected โฃunder โฃnew laws, but โthe enforcement โขcapacity doesn’t exist,” the report stated. This pattern has contributed to theโ ongoing backlog, with over 70โค new laws related to BOLI’s responsibilities passed since 2015, but only 10 accompanied by necessary funding, according to BOLI’s testimonyโ inโ a Marchโ hearing.
Looking ahead, BOLI anticipates investments will continue to roll out through 2025 and earlyโ 2026. A new caseโค management system is expected โขto beโค operational by 2028. โคThe agency also plans to โcollaborate with the legislature, stakeholders, and the governor to secure additional funding duringโค the 2026 legislative session.
