Portugal Faces Laborโ Reform &โข Budgetโค Challenges, Agreement Remains โฃUncertain
Portugal is navigating โขa complex period with meaningful labor reforms andโ the 2026 State Budget (OE2026) bothโค demanding attention. The businessโฃ confederation, โฃCIP, isโ urging that these โtwo processes proceed independently, warning โขagainst using labor โreform as leverage for budget approval.โข CIP leader Armindo Monteiro emphasizedโค the importance of social dialog,rejecting โฃ”politicalโ tactics” that couldโ undermine โongoing discussions and hinder the creationโข of modern labor legislation. He expressed optimismโข that a consensus couldโค be โreachedโข with continued dialogue, anticipating only two further meetings after the next scheduledโ session on โOctober 8thโ would be needed to finalize โคthe process.
The government, represented by Labor Minister Maria do Rosรกrio Palmaโฃ Ramalho, acknowledges the depth of โคtheโ proposed changes -โฃ exceeding one hundred – and stresses the need for sufficient time โฃfor thorough โฃconsideration. However, โsheโค also clarified that the โnegotiation phase within social concertation will not be indefinitely prolonged, as theโ resulting proposals will ultimately be presented as a bill to the Assembly โฃof the republic.
To foster progress, โฃthe government is already demonstrating flexibility. Inโฃ advance of the October 8th โmeeting,a revised proposal will be presented,addressing concerns surroundingโ breastfeeding andโ gestational mourning.Specifically, the requirement for โa medical certificate for breastfeeding leave before aโค child’s firstโฃ birthdayโ will โขbe dropped, and โคthe eligibility for fathers to โคutilize breastfeeding โคlicenses will be extended to two years of โฃageโข (currently one year).Clarification will also โฃbe provided regarding gestational mourning, withโค the government opting to โmaintain existing provisions for pregnancy interruption leave.
Despite these concessions, reaching a broad agreement remains challenging. โThe CGTP, aโค major unionโข central, outright โrejects the entire reform package and has โscheduled a exhibition for October 20th. While the โUGT โคis open to dialogue, it hasn’t ruled out a general strike โshould the government prove inflexible. UGT representative Mรกrio Mourรฃo acknowledged the “evolution” regarding parental leave but deemed the changesโ insufficient, citing numerous proposals โas detrimentalโฃ to workers’ โrights, particularly those โconcerning dismissalโข reintegration and flexible working hours.
Political opposition is also strong. The PS (Socialist Party) โฃhas condemned the draft as a “frontal shock” to fundamental values,arguing it disproportionately impacts women,youth,and โฃvulnerable populations.โ Formerโ Secretary of state for Labor, Miguel Cabrita, labeled the proposal โคa stepโข backward, an “adjustment โof accounts” that threatens recent labor advancements. He specifically criticized the potential reinstatement of three-year limits on fixed-term contracts, warning it would exacerbateโ job insecurity.He characterized the โขproposal โas fundamentally unbalanced and โขlacking theโค necessary focus on building consensus.
