ISA President Dispute: Shareholder Urges Action After Council of State Ruling

The legal battle surrounding the leadership of Colombian energy company Interconexión Eléctrica S.A. (ISA) has escalated, with a minority shareholder requesting urgent intervention from the nation’s Attorney General, Gregorio Eljach Pacheco. The request centers on ISA’s decision to suspend, rather than terminate, the contract of President Jorge Andrés Carrillo Cardoso following a ruling by the Council of State that invalidated his election.

Julio César Yepes, the shareholder who brought the original challenge to Carrillo’s appointment, formally petitioned the Attorney General’s office to oversee compliance with the February 26th Council of State ruling. According to Yepes, ISA’s decision to suspend Carrillo’s contract is a deliberate tactic to delay the full implementation of the court’s decision.

The Council of State’s ruling, as reported by El Colombiano and Pulzo, found that the election of Carrillo violated the principle of administrative morality. The court determined that the ISA’s board of directors deviated from established transparency standards by substantially altering evaluation criteria mid-process and disregarding the findings of the recruitment firm Korn Ferry.

Following notification of the judicial ruling, ISA’s board convened an extraordinary meeting on February 27th and announced the temporary suspension of Carrillo’s contract, pending a final decision once the sentence becomes firm. Yepes argues that a “suspension” is legally inappropriate when the basis for the contract – the invalidated election – has been nullified. He contends that the contract should have been terminated immediately.

Yepes’s petition to the Attorney General alleges that ISA’s board is “abusing the rights of the majority” by prolonging Carrillo’s employment status, characterizing the move as a stalling tactic. He further communicated with ISA’s interim president, Gabriel Jaime Melguizo, requesting information regarding the steps being taken to initiate a new selection process for a president, asserting that delays violate both the company’s bylaws and its Corporate Good Governance Code.

According to Yepes, ISA has yet to demonstrate any concrete actions taken to comply with the Council of State’s order. He believes intervention from the Attorney General’s office is crucial to restore public trust in the institution and ensure adherence to judicial decisions. The Council of State has confirmed the annulment of Carrillo’s election, as detailed on its official website.

The situation remains unresolved as Yepes awaits a response from the Attorney General’s office and further action from ISA regarding the presidential selection process.

Dimayor Sanctions: Restrepo, Reyes & Risueño Face Bans & Fines | Liga Betplay 2024

Alejandro Restrepo, head coach of Deportivo Independiente Medellín (DIM), has been suspended for three league matches and fined over 5 million pesos (approximately $5,252.715) for using offensive language towards a match official, the Dimayor, Colombia’s professional football league, announced this week.

The disciplinary action stems from an incident during a match between Llaneros and DIM, according to the Dimayor’s statement. Restrepo was ejected from the game, and the subsequent sanction prevents him from being present on the bench for league fixtures in rounds 9, 10, and 11. He was also previously absent from the touchline during DIM’s Copa Libertadores match against Liverpool of Uruguay.

Restrepo’s suspension is one of several handed down by the Dimayor following recent Liga Betplay matches. Arturo Reyes, manager of Deportivo Pereira, received a two-match ban and a fine of 1,167,270 pesos for similar conduct – using offensive language towards an opponent – during a match against Deportivo Pasto. Matías Risueño, the Pasto coach, faced a more severe penalty: a four-match suspension and a 7 million peso fine for offensive language and inciting the crowd during the same contest.

The match between Pereira and Pasto, played on February 8th, ended in a 2-2 draw but was marred by a post-match altercation between Reyes and Risueño stemming from Pasto’s celebrations in front of Pereira supporters. The Dimayor cited both coaches for violating articles within its Unified Disciplinary Code, specifically those pertaining to offensive language and provoking opposing fans.

DIM debuted in the 2026 Liga Betplay season on January 18th against Deportivo Pasto at the Estadio Departamental Libertad, with Restrepo selecting a lineup intended to counter the effects of the altitude and the home-field advantage of the Pasto team. The outcome of that match was not immediately available.

The Ministry of Health reiterated that measles is preventable through vaccination with the triple viral (SRP) and bivalent (SR) vaccines, which are available free of charge nationwide. They urged parents, healthcare workers, and travelers to verify their vaccination status and seek medical attention for symptoms such as fever and rash to maintain Colombia’s status as a measles-free territory.

The INS emphasized the importance of vaccination as the primary preventative measure against measles, offering the triple viral (SRP) vaccine – protecting against measles, rubella, and mumps – and the bivalent (SR) vaccine, protecting against measles and rubella, at over 3,000 vaccination points across the country. The vaccine is recommended for children between 6 and 11 months, with a “dose zero,” and completion of the scheme with two doses at 12 and 18 months for those traveling to countries with reported cases. Children aged 1 to 10 years should receive two doses of the triple viral vaccine.

The case comes as the World Health Organization and specialists have warned that increased travel associated with the 2026 North America World Cup could facilitate the reintroduction of imported viruses and the emergence of outbreaks. The Mexican Secretariat of Health promotes health in Mexico with information, services and programs to guarantee the well-being of the population, according to its official website.

The proposed event, scheduled for Tuesday, February 17th, at 6:00 p.m. In front of the San Nicolás Shopping Center in Rionegro, has prompted a reaction from Medellín Mayor Federico Gutiérrez. In a post on X, Gutiérrez expressed concern that such groups might seek recognition and respect as minorities while potentially infringing on the rights of others. His statement drew both support and criticism, with some users defending the right to self-expression and others raising concerns about potential disruptions to public order, referencing reports of incidents involving “therians” in other countries.

The Rionegro municipal government has confirmed receiving the event announcement, including an audio recording of someone barking, but stated it has no knowledge of the organizers and is not involved in the event. As of Wednesday, February 18th, the authenticity of the event remains unconfirmed, and it is unclear whether it will proceed or if the post is a hoax.

The debate in Antioquia centers on the limits of free expression, with members of the “therian” community asserting their right to exist openly despite the controversy. Questions remain regarding the event’s organization and whether it will be allowed to seize place.
