California’s Prop 50 Offers Redistricting Roadmap for Maryland, Illinois
SACRAMENTO, CA – As Maryland โand Illinois prepare for their own redistricting battles, lessons from California’s recent Proposition 50โ campaign – and the preemptive outreach that helped secure its passage โ- are gaining attention. The effort to pass Prop โค50, โwhich aimed to protect the state’s new congressional maps, highlighted the importance of โขtransparency and direct engagement with key Democratic constituencies, notably Black, Latino,โ and Asian American voters.
Concerns over initial mapโ drafts – described asโค “Washington-drawn” – prompted Paul Mitchell, โคaโ mapmaker involved in the process, to proactively reach out to organizations like the โBlack Voter โAdvocates, led by Albert woodson. Mitchellโข sought to address anxietiesโ and ensure the โmaps were โฃacceptable to the party’s core voters.
Early โpollingโ revealed important uncertainty among these groups, with nearly โone โขin three Black, Latino, and young voters undecided about Prop 50. Mitchell responded with detailed presentations outlining the โmaps district by district.
“Thankโฃ goodness for Paul Mitchell,” Woodson said.”I do think that he came in and really kind of savedโ the day, as what we were hearing was about these sort ofโ (Washington-drawn) maps. I think he had a very good pulse on how, you know, how we wouldโ react.”
While Woodson initially expressed concerns about potential lossesโ of black political influence in areas like Sacramento, long Beach, eastern Contra Costa County, and โฃStockton, his network ultimately campaigned in favor of Prop โ50. He concluded โฃthe maps largely โmaintained the existingโ power structure.
In an August 20 letter toโข state Sen. Isaac Bryan,D-Los Angeles,vice chair of the California Legislative black Caucus,Woodson wrote: “While not perfect,we think โขthis โขmap adheres to ourโฃ priorities and aโ majority of the structure that we helped โคto create through โขthe โautonomous redistricting commission process. It is evident that he โattempted to โminimize the dilution of Black voting power (and) โtook into account publicโ feedback and testimony regarding communities of interest.”
Woodson’s key takeaway forโ states like Maryland โฃand Illinois embarking on their own redistricting processes is simple: prioritize transparency and consistent interaction with loyal supporters.
“Bringing โfolks through a process is really important to get โthat buy-in,” Woodson said. “You know, we certainly would have loved more of that hereโ in California. I think โthat’s key to buildingโค the winning coalition thatโข you โคneed.”
