Belgian media defined today as a lie the statement of Russian President Vladimir Putin at a meeting with young people in Sochi, at which he stated that Belgium exists today thanks to Russia, BTA reported. The emperor intended to send military reinforcements to King Willem I of the Netherlands to quell the rebellion in the then southern provinces of his kingdom. Due to the simultaneous uprising in Poland against the Russian Empire, the Russian troops did not reach the western parts of Europe.

This is not Putin’s first abuse of history, the media write. It is noted that three days before he invaded Ukraine in 2022, Putin had widely presented his reading of history, according to which “Ukraine was entirely created by Russia.”

Bulgaria, on the other hand, was affected by his statement that the Cyrillic alphabet came to Russia “from the Macedonian lands”.

The Bulgarian arms industry produced more ammunition in 2023 than the rest of Europe. This production is necessary both for our Euro-Atlantic partners and for Ukraine. This was announced by the Minister of Economy and Industry in resignation, Bogdan Bogdanov, before deputies of the parliamentary economic committee.

Bogdanov was answering questions from MPs, including why two private arms companies were included in the list of strategic objects of national security shortly before the cabinet rotation. We are talking about the ammunition dealer “Aheloy” and the manufacturer of explosives “Karash Invest”. According to the Minister of Economy, they would be important in the planning of civilian defense resources in the subsequent stages of the development of the new State Wartime Plan and would contribute to defense and national security in general.

However, GERB and DPS made a remark that the owner of “Karash Invest” is related to another arms company, which is on the US ban list. A reference shows that Karash Invest was acquired in May last year by Hristo Emilianov Gebrev, apparently related to arms businessman Emilian Gebrev, who owns Dunarit and Emco.

“You should address the questions to DANS. They should say whether a company is reliable. From there, they gave us a positive opinion about both companies,” said Minister Bogdanov. He explained that their inclusion in the list of strategic objects will give more security, because they are under the supervision of DANS, which carries out inspections of these objects and the people who manage them. “In recent years, two warehouses exploded and we are still waiting for the results of the investigation,” recalled Bogdanov.

He informed that “Karash Invest” has an investment plan to build a new ammunition factory on the site of its production base in the village of Smyadovo near Shumen.

In addition to private companies, the state arms company VMZ-Sopot also plans to build its own gunpowder production facilities, Bogdanov said. Specific areas are already being studied, there are also proposals for specific technologies and the supply of such equipment, it has also been commented on how much such a plant will cost and what capacity it will have. Bogdanov indicated that a commitment has been made to complete a final report with various proposals for the construction of a state plant for the production of gunpowder by the end of March.

“At the moment, the market and demand is huge, so there will be business for both private and state-owned companies,” commented the Minister of Economy.

The decision on the construction of such a plant by VMZ Sopot will be made by the National Assembly, and the construction will take three to four years. “This means that we have enough time to plan the investment – be it from the VMZ dividend or in another way,” Bogdanov said.

A specific reason for the proposal was the fact that inspections were carried out and the acquisition of properties in the Pazardzhik region, after which people complained that they had lost their ownership of land. They found they no longer had their lands when they tried to sell them. There are already court decisions in favor of people. It was recently announced that the District Prosecutor’s Office-Pazardzhik is monitoring two pre-trial proceedings in which an investigation is being carried out in connection with reports of illegal acquisition of agricultural land in the lands of the village of Sbor and the village of Apriltsi, region. Pazardzhik.

In some of the cases, the complaints were also related to the role of notaries. Now the Chamber explains that the notary issues a confirmatory notarial deed in the absence of documents on the right of ownership by questioning 3 witnesses named by the mayor of the municipality, the district or the town hall at the direction of the owner and they do not necessarily have to be neighbors of the property.

It is emphasized that the act of admitting the specific witnesses in this notarial proceeding, which is also a judicial proceeding, is the responsibility of the mayor of the municipality or an official designated by him and that the notary is fully bound in his conclusions by the statements of the witnesses, who are warned of the criminal liability they bear in cases of giving false testimony.

An appetizing apartment in the center of Sofia became the key to uncovering a scheme for the criminal acquisition of property, as its driver was a lawyer’s associate, Nova TV claims in an investigation, citing the SDVR.

Along with the explanations of who bears what responsibility in this process, the Chamber of Notaries makes proposals to deal with these problems, which lead to property dramas not only in Pazardzhik, but also throughout the country. “The Chamber of Notaries proposes to the legislator to consider whether not to restore the requirement of expiration not of a period of 10 years for the acquisition of a property by limitation (as it is now), but of a period of 20 years, as it existed in the old, repealed Law on the statute of limitations,” said the chamber.

They also propose to restore the rule of the repealed Law on Notaries and District Judges, who perform notarial acts, from 1885, according to which witnesses are called always at the direction of the municipal government, and not of the claimant to the right of ownership.

“Next, the legislator should consider whether a change to the current Penal Code is necessary, so that in all cases criminal liability can be sought from the witnesses in these court security proceedings,” the Chamber of Notaries also states.

The position of the notaries, expressed by Tanev, is that the circumstantial checks should not be cancelled, but the conditions and procedure for their conduct should be changed. “The new procedure should involve the mayors and their appointed officials to a greater extent in the selection of the witnesses,” he points out.

He announced that the man who paid the detainees was Austrian businessman Jan Marsalek. “This is the second-ranking person in a German company, which turned out to be a pyramid,” revealed the journalist. Marsalek was discovered by Grozev in Russia in 2020. He employed many people – freelance spies whom he supervised.

“I expect the names of more Bulgarians to come out because of Marsalek’s contacts in Bulgaria, which unfortunately are also at the institutional level”, emphasized the journalist, and immediately afterwards he also spoke about the prosecutors.

The Supreme Administrative Court (SAC) repealed as illegal texts of an ordinance regulating the construction of bumps on the roadway to limit the speed of traffic, effectively prohibiting the placement of “recumbent policemen”. This is clear from official announcement to the court.

The Supreme Court annuls the attacked texts because the principles of legality, equality and accessibility, publicity and transparency, of justification, stability, openness and coherence have been violated by the administrative body. Thus, “lying down policemen”, any other cross road markings and means of reducing the speed will be possible only after the adoption of rules in a correct and legal order.

With the normative act in question, already in 2012, the Ministry of the Interior and the Ministry of Interior created the rules for the construction or installation of artificial bumps and other means of limiting the speed of traffic on the roadway. And now, the five-member panel of the Supreme Court of Appeal annuls the main texts of the regulation. The reason is that before the submission of a draft of a normative act, it must be published on the website of the relevant institution together with the reasons, and the interested parties must be given at least 14 days for proposals and opinions on the draft.

The supreme judges accept that in this case it is not enough that in a letter from 2012 the deputy the Minister of Regional Development and Public Works has notified the Minister of Transport, the Executive Director of the National Association of Municipalities and Regional Governors in the country that the draft of the regulation has been published on the website of the MRRD. According to the Chief Magistrates, it cannot be ascertained from this statement from which to which date the draft was published and whether the report and reasons were actually published as required by law.

The Supreme Court claims that the opinions of the Ministry of Internal Affairs and Communications, that due to a technical impossibility related to the archiving of data from the servers that supported the ministries’ websites in 2012, are not sufficient at all, they cannot present evidence for the publication of the draft regulation on the website. The term of preservation of the documents reflecting the main activities in the state and municipal institutions is 20 years, the judges remind. In view of this provision, the sample from the website of the Ministry of Internal Affairs and Communications should have been part of the administrative file upon the adoption of the ordinance, even more so in view of the indefiniteness of the contestation of the by-laws.

A draft decision for special merits to the Bulgarian state and nation to be granted lifelong state monetary awards in the amount of BGN 500 per month to 107 people and in the amount of BGN 350 per month to another 26 people, deputies from GERB submitted today to the National Assembly. The awards are given for the outstanding achievements of the mentioned musicians and their overall contribution in the field of culture, and the implementation of the decision of the National Assembly is entrusted to the Minister of Culture. The petitioners are Boyko Borisov, Toma Bikov and Denitsa Sacheva from GERB.

For years, there has been a struggle for the granting of these so-called “personal pensions” for prominent cultural figures – mostly musicians, singers, composers, whose work experience and insurance documents had disappeared years ago after a fire in the archives of the Concert Directorate. Thus, they could not document that they worked and provided for themselves.

Among the new recipients of state monetary bonuses in the amount of BGN 500 are Stefka Berova, Yordan Marchinkov, Bogdana Karadocheva, Vasil Naydenov, Hristo Kidikov, Margarita Hranova, Panayot Panayotov, brothers Blagovest and Svetoslav Argirovi, Rositsa Ganeva, Kamelia Todorova, Georgi Hristov, Neli Rangelova, Kristina Dimitrova, Petya Buyuklieva, Krasimir and Violeta Gyulmezovi, Eva Naydenova, Kiril Marichkov and Valdi Totev from “Shturtsite”, Yordan Karadzhov from “Signal”, Mitko Shterev, Iliya Angelov, Georgi Stanchev, Stanislav Slanev (Stanley), Veselin Marinov , Silvia Katsarova, Milcho Katsarov, Veneta Rangelova, Alexander Kiprov, Mimi Ivanova and Razvigor Popov, Rumen Boyadzhiev, Konstantin Tsekov and Ivan Lechev (FSB), Rositsa Kirilova, Bogdan Tomov and many more.

Among the second group – winners of lifetime monetary awards in the amount of BGN 350, are Ivan Tenev, Dariana Genova, Alexander Petrov, Georgi Nachev and others.

Some of the names on the list are of veterans, others are of artists who are still actively performing. During the soca years, all of them were highly valued, especially in Eastern Europe, and successfully promoted the Bulgarian musical genius around the world, note the proponents of the proposal.

The submitted draft decision aims to compensate all persons who worked and exercised their profession as full-time employees of the former State Association “Music”, for which a lack of official documents regarding work experience in the state archives was found, the reasons state. “We propose through the adoption of the decision to grant state monetary awards for special services to the Bulgarian state and nation to express the well-deserved recognition to the musicians and their teams, who glorified the name of Bulgaria around the world,” the proposal also reads.

The lifetime pensions will be granted under the Law on awarding persons for special services to the Bulgarian state and nation, adopted during the time of Vezhdi Rashidov as Minister of Culture. Although in practice it is about pensions, when the law was passed, there were disputes as to how appropriate it is to call these payments without proof of insurance service. Therefore, in the end, it was decided to call the honor “state monetary award”. The law has been used sporadically over the years, and this is the first time it will apply to so many people.

The determined amount is below the minimum pension for length of service and age, which is currently BGN 523.04, and from July 1 it will become BGN 580.57.
