The FBI acted swiftly after investigators allege the plan โwas inspired by Islamic State group extremism. The reference to Halloween prompted the โarrests, according to a person familiar with the examination, though it wasn’t promptly clear ifโค the โขgroup possessed the means to execute an attack.
