Preliminary List of Candidates for the 2024 Presidential Elections Announced by the National Elections Authority

The National Elections Authority, headed by Counselor Hazem Badawi, Vice President of the Court of Cassation, announced a short while ago the preliminary list of candidates for the 2024 presidential elections, which includes the names of the presidential candidates, including the numbers of recommendations by members of the House of Representatives for them and the endorsements of citizens in the real estate register.

The initial list of candidates for the presidential elections included presidential candidate Abdel Fattah El-Sisi, presidential candidate Farid Zahran, head of the Egyptian Democratic Party, presidential candidate Abdel-Sanad Yamama, head of the Wafd Party, and presidential candidate Hazem Omar.

A committee receiving nomination papers for the 2024 presidential elections, headed by Counselor Ahmed Bandari, Director of the Executive Branch of the National Elections Authority, had finished examining the four candidacy applications and examined all the papers submitted by them, which were the birth certificate of the applicant, an official copy of qualifications, a criminal status newspaper, and a certificate of military service or exemption. The financial disclosure statement and the report on the signing of the medical examination of the candidates.

The committee examined the recommendations to run for the presidency, their number, and their compliance with the conditions for the candidate to obtain the recommendation of at least 20 members of the House of Representatives and for each member to acknowledge that he had not previously recommended it to another.

The number of citizens’ endorsements of candidates in the Real Estate Registry was limited to those who fulfilled the condition that at least 25,000 citizens who have the right to vote in at least 15 governorates should support them, with a minimum of 1,000 supporters from each governorate.

It is noteworthy that the National Elections Authority had announced the timetable for the procedures and dates of the presidential elections, which included opening the door for nominations on October 5 for a period of ten days ending on October 14, with the voting process for Egyptians abroad taking place on December 1, 2, and 3, and inside December 10, 11, and 12.

The committee receiving nomination papers for the 2024 presidential elections, headed by Counselor Ahmed Bandari, Director of the Executive Body of the National Elections Authority, closed the door for receiving nomination papers a little while ago, at five o’clock in the evening today, Saturday, for the third day of the period specified for candidacy.

The third day of the opening of nominations witnessed presidential candidate Abdel Fattah El-Sisi submitting his candidacy papers as the first official candidate in the 2024 presidential elections.

It is scheduled to continue submitting nomination papers daily, even on holidays and official holidays, from nine in the morning until five in the evening, until October 14.

The National Elections Authority prepared a large hall on the ground floor to receive candidates or their legal agents to submit their candidacy applications.

The steps for submitting an application for candidacy in the presidential elections at the headquarters of the National Elections Authority are for the candidate or his agent to withdraw the nomination form and then hand over the 20 nominations or 25 powers of attorney from the citizens’ endorsements to the members of the House of Representatives, which were collected in the notarization offices of the Real Estate Registry.

The committee examines the documents required from the candidate, which are: a copy of the national ID card, the birth certificate of the applicant for candidacy, an official copy of the qualification obtained, the criminal status newspaper for the applicant, a certificate that he performed military service or was exempted from it in accordance with the law, and a financial disclosure statement stipulated in Law No. 62 of 1975 in Regarding illegal earnings, the candidate’s medical report and the signature of the applicant’s declaration that he is Egyptian with Egyptian parents, and that neither he nor any of his parents or spouse hold the nationality of another country, and the signature of an acknowledgment that he has not previously been convicted of a felony or a crime against honor or trust, even if He had his reputation restored, a statement of the chosen place where the applicant for candidacy would be notified of all the committee’s work related to him, and a receipt indicating the payment of twenty thousand pounds to the treasury of the National Elections Authority as a deposit that would be returned to him after the announcement of the election results, less the expenses of publishing and removing electoral posters, as the case may be.

After completing the legal procedures for candidacy, the candidate chooses an electoral symbol from among the 15 symbols that have been identified, which are the symbols of the star, the sun, the lion, the horse, the eagle, the rooster, the scale, the plane, the watch, the palm tree, the boat, the umbrella, the telephone, the glasses, and the ladder.

It is worth noting that the National Elections Authority had announced the timetable for the procedures and dates for the presidential elections, which included opening the door for nominations on October 5 for a period of ten days ending on October 14, with the voting process for Egyptians abroad taking place on December 1, 2, and 3, and inside December 10, 11, and 12.

The timetable included the procedures for the presidential elections, according to what Counselor Walid Hamza announced in today’s press conference, opening the door for receiving candidacy applications for a period of 10 days, starting from October 5 until October 14, at the headquarters of the National Elections Authority.

The authority’s decision set the times for receiving applications from nine in the morning until five in the evening, except for the last day, when applications will be received until two in the afternoon.

The Commission has set October 16 and 17 to announce and publish the initial list of names of candidates and prepare recommenders or supporters for each of them, in the Official Gazette.

The schedule also included setting October 17 and 18 to receive candidates’ objections, and specified the period for examining candidacy applications and adjudicating objections from October 19 to 21, and notifying the excluded candidate of the exclusion decision and its reasons on October 22.

The timetable also included setting October 23 and 24 to receive and examine the candidates’ grievances, and to decide on the grievances and notify them within two days, starting from October 26.

The National Elections Authority set October 27 and 28 to submit appeals and register them in the Supreme Administrative Court’s docket, while it set October 29 to November 7 to adjudicate the appeals and publish them in the Official Gazette at the expense of the loser.

Counselor Walid Hamza said the timetable set November 8 as the last date for withdrawing candidacy applications and selecting candidates for electoral symbols according to the priority of submitting nomination applications, and November 9 was set for announcing the final list of candidates and their electoral symbols and publishing them in the Official Gazette.

Election propaganda begins on November 9.

The authority set November 15, for a period of 15 days before the poll, as the last date for relinquishing candidacy, and set November 29 to stop the electoral campaign and begin the first period of propaganda silence for Egyptians abroad in the two days preceding polling day, until 12 midnight, local time for each country.

The authority set 3 days for Egyptians to vote in Khar, with voting starting from nine in the morning until nine in the evening, each country’s time, on December 1, 2, and 3.

The authority set December 8 to stop the electoral campaign and begin the second period of propaganda silence for Egyptians inside the country in the two days before polling day for Egyptians voting inside.

Three days were set for Egyptians to vote at home, namely December 10, 11, and 12, and December 13 was set for the end of the counting process and sending the records to the general committees on all issues related to the voting process.

December 14 is also set for the National Authority to receive appeals against the decisions of the general committees, and December 15 and 16 to decide on the appeals submitted against the decisions of the general committees and election committees abroad.

The Commission set December 18 to announce the general result and publish it in the Official Gazette, and to resume electoral propaganda for the run-off on December 19.

It also set December 19 and 20 for submitting appeals and registering them in the Supreme Administrative Court’s docket. The period for deciding appeals before the Supreme Administrative Court is 10 days, starting from December 21 until December 30.

The timetable included that the electoral campaign would stop and the first period of propaganda silence would begin on January 4.

Runoff elections for Egyptians abroad begin on January 5, 6, and 7. The electoral campaign stops and the second propaganda silence period begins on January 7.

The run-off elections for Egyptians inside Egypt will be held on January 8, 9, and 10, with the sorting process ending and records being sent to the general committees on all issues related to the vote on January 11.

The National Authority receives appeals against the decisions of the general committees on January 12 and decides on the appeals submitted against the decisions of the general committees on January 13 and 14, provided that the final results of the elections are announced and published in the Official Gazette on January 16.
