All adult Ukrainians, regardless of gender, should be made liable for military service, said the commander of the Achilles drone battalion, Yuriy Fedorenko.

According to the Ukrainian military, today the political leadership must evaluate the capabilities of training centers and make a strong-willed decision. In addition, Fedorenko opposed the demobilization of the military after 36 months of service.

“We need to make a strong-willed decision that from today, everyone who is of age automatically becomes liable for military service, regardless of gender. This does not mean that everyone will fight. No, we also need to work in the rear, we need to support the economy, – Fedorenko said.

The battalion commander also proposed making military education the second compulsory in Ukraine. According to the commander of the Ukrainian Armed Forces, in this case the losses of people and territories would have been smaller.

The wives of mobilized Ukrainian military personnel earlier came out to protest. They blocked a road in the Lviv region and demanded clarification regarding the fate of their husbands.

“I think that in the process of its development in parliament, we should have discussions and exchange of views,” he said.

As Pyshny noted, mobilization issues are not within the competence of the NBU, since these are issues of the Cabinet of Ministers, the Ministry of Defense and the General Staff. But the bill provides for financial restrictions for draft dodgers, so the NBU is ready to get involved in the process.

According to him, this discussion “will lead us to the optimal version of the wording of the bill.”

Let us remind you that on December 25, the Cabinet of Ministers submitted to the Rada a draft law on strengthening mobilization in Ukraine. Some of the norms, in one form or another, relate to strengthening the rules of military registration.

In particular, the bill proposes to introduce restrictions in relation to citizens who have not yet voluntarily appeared at the TCC to clarify their credentials. The bill proposes to limit the right of such persons to sell and buy real estate, as well as the right to use and dispose of funds and other valuables.

After everything is taken into account, the appropriate changes are made, we will get a more or less optimal bill, which takes into account that we have a long, large-scale, intense war, and the Russian Federation will not stop there, it will press until it loses this war. I like that in a democratic society all this is discussed,” he said.

Podolyak believes that the law on mobilization, which is currently used in Ukraine, “does not correspond to current realities.” That is why it needs improvement.

“The bill will be discussed and settled so that there are corresponding correct normative positions. After this, of course, parliament will vote in the first and second readings, and we will have a new law on mobilization,” he emphasized.

Let us remind you that on Monday, December 25, the Cabinet of Ministers submitted a bill to the Verkhovna Rada, which proposes to introduce a number of changes to the mobilization process.

In particular, the document provides for significant restrictions for draft dodgers – they want to be prohibited from disposing of their own and acquiring new movable and immovable property and more.

Previously, Ombudsman Dmitry Lubinets stated that such initiatives contradict the Constitution.

What are we talking about?

Yesterday, December 28, the founder of the Future Protection Foundation, Alla Martynyuk, disgraced herself with a statement about mobilization on the Iceland Youtube channel. The channel signed Martynyuk as “assistant-consultant to the commander-in-chief of the Armed Forces of Ukraine.”

“There is no need to panic that your son will die in the war. We will all die and it is better to die with dignity than for a brick to fall on your head or be hit by a car,” she said on air in one of the Youtube channel’s programs.

What do they say about this at the General Staff?

The General Staff, in response to a request from RBC-Ukraine, stated that as of December 28, 2023 Zaluzhny does not have assistant consultants outside of his staff. And any freelance assistants did not have the authority to speak on behalf of the commander in chief.

“Any freelance assistants did not have the authority to publicly comment on any issues on behalf of the Commander-in-Chief of the Armed Forces of Ukraine, and what they said was solely a consequence of their personal thirst for publicity,” the General Staff noted.

Mobilization in Ukraine

On the evening of December 25, the Cabinet of Ministers submitted to the Verkhovna Rada a bill on mobilization, military registration and military service. More details about the bill and mobilization proposals can be found in the RBC-Ukraine article.

At the same time, Human Rights Ombudsman Dmitry Lubinets said that the bill contains provisions that contradict the Constitution. We are talking about restrictions for evaders. In particular, this is a ban on real estate transactions.

Ukraine Cabinet Bill Proposes Major Changes to Mobilization and Military Service Procedures

The text of a large Cabinet bill has appeared, which concerns changing the procedure for mobilization in Ukraine.

As noted in the explanatory note to the document, the purpose of the changes is to improve mobilization, military registration of conscripts, social protection of military personnel, as well as certain issues of military service.

In particular, the bill proposes:

  • change of conscription age from 27 to 25 years;
  • leave for military personnel who were released from captivity, lasting 90 days with the preservation of monetary support;
  • clarification of the responsibilities of citizens regarding mobilization preparation and mobilization;
  • establishing requirements for subpoenas, as well as the procedure for delivering them to citizens;
  • clarification of the grounds for deferment and exemption from conscription;
  • establishing categories of citizens who are not subject to conscription;
  • clarification of the reservation procedure for those liable for military service who work in government bodies and other government bodies;
  • clarification of the grounds for exemption from military service;
  • exclusion of the conclusion about limited suitability from the list of conclusions of the IHC;
  • exclusion of conscript service as a type of military service and exemption from military service for all conscripts;
  • introduction for citizens of Ukraine aged 18 to 25 years of general military training of up to 3 months;
  • restriction of the rights of citizens who evade military registration and military service;
  • granting powers to the National Police to participate in mobilization activities;
  • involving administrative service centers, employment centers and recruiting centers in recruiting.

Let us note that this does not mean the introduction of certain changes in mobilization. As announced, the parliament received a finished document, which will now be discussed in the Verkhovna Rada Committee.

Ukraine makes changes to mobilization

As previously reported, Ukrainian authorities are working on changes regarding the rules of mobilization, military registration and military service.

Among the initiatives voiced by the Ministry of Defense is the ability to send electronic notifications to those liable for military service for invitations to military registration and enlistment offices. Including those who are abroad.

In addition, RBC-Ukraine reported that among the proposals there was the possibility of sending summons to those liable for military service by mail.

We also wrote that parliamentarians are working to clarify the grounds for a deferment from conscription for military service during mobilization, and demobilization has become the “number one” issue for the Ukrainian authorities. However, as Defense Minister Rustem Umerov has already explained, complete demobilization in Ukraine is not possible until the end of the war.

We also wrote that President Vladimir Zelensky does not deny reducing the age limit for those mobilized to 25 years.

In addition, the head of state, during his recent press conference, shared that the General Staff made a request to mobilize an additional 450-500 thousand Ukrainians. This was confirmed by the ruling party. Thus, the head of the Servant of the People faction, David Arakhamia, confirmed that the command has submitted a request for the mobilization of 500 thousand military personnel, and the government is developing rules.
