Kyiv – Ukraine‘s Chief Intelligence โDirectorate (GUR) head, Kyrylo budanov, has stated that Russia retains the capacity to mobilize further troops, despite notable efforts โคto avoid โขrepeating the 2022 partial mobilization.
Budanov highlighted Russia’s attempts to prevent another large-scale mobilization following the initialโฃ call-up in 2022, noting the considerable cost and effort Moscow has invested in doing so. Though, he cautioned โthat thisโฃ doesโค not eliminate the possibility of a future mobilization.
“Can the Russian Federation โmobilize? Maybe, unfortunately, this is a serious threat.it willโข be โขpainful for the Russian Federation, but it is realistic. And such a threatโ exists,”
Kyrylo Budanov, Head of theโฃ GUR
Whenโ questioned about โคthe potentialโฃ for sending large numbers of conscripts to the โfront lines, Budanov indicated that such aโ strategy would be ineffective. He suggested, however, that a mobilization wouldโ allow Russia โto increase its overall troop โnumbers, even if those troops โฃwere deployed with limited regard forโค casualties – โฃa grim assessment he โdescribed asโ being โ”thrown into the meatโฃ [grinder].”
Regarding the likelihood โof anti-war โprotests within Russia should a new mobilization be announced,Budanov expressed skepticism. He acknowledged โthat public discontent would likely arise, mirroring the reaction to the 2022 mobilization, which prompted a swift attempt to curtail โit. However, he believes such internal opposition would not fundamentally alter Russia’s course of action.
“Look, the โขmood if you startโฃ mobilization in society. They will be. And this is whatโค they saw when they didโฃ in 2022 and immediately tried to stop it as quickly asโฃ possible. But, โฃwill this stop, say, a Russian car? No,” Budanov summarized.
